Every thing is in readiness for the actual beginning of the work, of "the tax listers who next week-start on tneir tastes under the Warnea law with instructions to place. all taxable property on the dupli cate. District Assessors have practjcally completed the work of naming Deputies from the eligible lifts certified by the State Civil Service Commission. That the results vindicate the enact ment of the civil service law Is the decla ration of Cualrman 8. A.

Hopkins. He ha heard from practically every Dis trict Assessor In the state. There has been a minimum of complaints, while generally the system has worked exceptionally well. The system of examinations has kept down local quarrels and eliminated local omplications, said Mr. Hot-Wins.

It really -kept partisan politics out of the ppolntments. as in many instances Re publicans who had the highest grades were named to office. Campaign Is Planned. The State Tax Commission this week finished the formulation of Its plan of campaign to uncover all personal property that has not been placed on the duplicate. The three traveling Supervisors, Charles M.

Luthy, John A. Dodd and It. H. Weaver. tll be started Monday tt visit the District Assoi nd anoint tht-m in their work.

The flrt task of the Supervisors will be to cull the Deputies and the District Assessor of each county in for a meet- ng at which disputed points can be hra-ihed out. The Deputies also may be instructed in their dut.es. By the end of the meek the tax lifters everywhere win be busy. Th- Tax Commission to-day issued a statement on the work, in which it says: "The lifting ts made by the deputies, ho submit their returns to the Dis trict AssvsjMira. who can either au.l to subtract (from them without notice to tne pri-perty owner.

"The oath 1 regarded as the strongest method that van be resorted to to ex tract honest personal property returns. and the men in charge of the work will insist that it be administered in every case and that it be found upon every return. "If the property owner refuses to swear or reruses to list nis asseis me uepuiy must ascertain the value of them, and in doing so he must consider the general reputation of the man. To this value a penalty of 3t per cent will be added for failure to comply with the law.

"Agency propositions are found to be confusing, but these rules were estab lished: "Credits in the hands of agents who have power to collect and reinvest the proceeds must be returned by the agents. City Solicitor Schoenle will be requested by the Board of Education to bring a suit against parents of certain children in College Hill who have persistently refused to have them vaccinated. This was recommended by Superintendent Condon at the committee meeting of the board yesterday and was concurred in.

The City Solicitor recently held that parents whose children were excluded from school because' of not being vaccinated could not be arrested under the truancy law, but he held they could be enjoined from having their offspring attend school. The committee also adopted Dr. Condon's recommendation to send a Cincinnati teacher to Munich, Bavaria, to study the continuation school system in that city. The arrangement is in conformity with -a" plan recently adopted by the United States Education Bureau, by which 20 American teachers will spend three months In Munich. On behalf of the Board of Education City Solicitor Schoenle yesterday requested the State Ltabfijty Board to waive its right to the bonds which are about to be issued.

Unless this is done the $100,000 bond Issue which has been advertised and bids for which are to be opened to-morrow will have "to be submitted to the State Board and the bids rejected.
