The complex will be a combination self-serve restaurant and an entertainment center complete with live German music and dancers. The 22-acre Adventure Island water park is under construction a block from the present Busch Gardens and officials say they hope it will open by late this summer. "We're creating an all-inclusive water experience where visitors can slide down water chutes, ride the waves, dive from cliffs or float in a peaceful lagoon," Baker said.

Adventure Island will be located across Malcolm McKinley Drive from Busch Gardens and adjacent to the Busch Gardens Travel Park. A separate admission of between $4.50 and $5 will probably be charged for Adventure Island, officials said today. They said they do not know yet if there will be any increase in admission fees for the existing park once the expansion is complete. One of the major attractions of the water park is expected to be Runaway Rapids. The mountain-like structure will contain five water slides that will wind through cascading water and eventually down a 30-foot canyon and into a splash pool.

Three of the slides are 300 feet long, officials said, and the other two are 150-foot versions. Another kind of action will be provided by the Endless Surf, a pool which will produce a wave for body or raft surfing, officials said. A smaller version of Adventure Island is being built for youngsters. The announced expansion of the Dark Continent comes on the park's 20th anniversary. Busch Gardens opened in 1959 as a hospitality center and bird sanctuary.

ByJOEHICE Times Business Editor Anheuser-Busch Inc. officials today announced an $18.5 million expansion of Busch Gardens. The project includes construction of a new Timbuktu addition scheduled for completion in late 1979 and a water-theme attraction scheduled to open late this summer. The $12.3 million Timbuktu and the $6.2 million Adventure Island areas will create 400 new jobs in the Tampa area, said W. Randolph Baker, vice president of the Busch Gardens division.

"We are confirming our commitment to Tampa by continuing to make the Dark Continent one of the most exciting and unique theme parks in the country, and by expanding our leisure-time investments to develop a separate water park," Baker said. "In essence, with these projects and other additions planned for the near future, we are making the Dark Continent a self-contained tourist destination all its own. Visitors will be able to enjoy different types of vacation experiences all within the immediate Busch Gardens complex," he said. Timbuktu is envisioned as a festival city with rides and games of skill that will be modeled on European trade outposts in 15th- and 16th-century Africa, officials said. Already operating in the new Timbuktu section is a train station for the Trans-Veldt Railroad that allows visitors new stopping points leading to Timbuktu and the Congo.

Two rides for small children and a games area featuring ring toss and other games of skill also are in operation on the area. By early summer, officials said, a amphitheater is scheduled to open. In January, Brown told local elected officials The Times' articles were "old news" because they quoted earlier Labor Department assessments. He indicated then that the report of the November assessment would show improvements in the consortium's operations. While the report acknowledges efforts to upgrade management controls, it also emphasizes that many of its criticisms are the same as those observed in previous assessments over the past two or three years. Further, the analysts noted their review was "concerned with those conditions which had managerial implications, rather than merely isolated errors." Released Friday during a stormy meeting of the STampa-Hillsborough County Manpower Consortium, report was prepared by a team of 10 analysts from Labor Department's regional office in Atlanta. For a week last November, the analysts studied jrianagernent practices of the consortium, a city-tounty joint venture that sponsors job training and placement services financed by federal Comprehensive Employment and Training Act (CETA) grants.

Their findings basically reaffirmed previous Labor Department assessments of local CETA operations. Besides weak leadership and divisive politics, the report's chief criticism is that the consortium's manage-inent doesn't carefully supervise the financial activities and overall performance of the programs. "The lack of monitoring has been a major concern to regional officials for some time, and this has been pointed out to the (consortium) in previous formal assessment reports," the analysts said. The 60-page report is still in draft form and may be rewritten after local officials have responded to its criticisms. Billy Brown, the Labor Department's associate regional administrator, skimmed over the report Friday afternoon for Tampa Mayor Bill Poe and County Commissioner Charles Bean, who represent their governments on the consortium.

He said the study team did not find any evidence of criminal wrongdoing, such as "fraud, patronage, nepotism, ineligible participants, or anything like that." He also joined Poe in denouncing a December series of articles in The Times about the local CETA program as "lacking in depth and objectivity." Poe said, "One member of the local press makes mountains out of molehills." The series focused on management and financial control weaknesses, as well as the politics that influence the spending of the federal CETA money $33 million last year. The articles were based in part on the critical findings of Labor Department evaluators in 1977 and 1978 and on interviews with several of the analysts. Also, The Times interviewed dozens of local CETA managers and employees about the consortium's operations. earlier Labor Department conclusions are restated in the assessment report released Friday. Some typical examples: The director (Manpower Director Charles Dunn) has not provided strong leadership and coor-- dination of day-to-day (consortium) "Insuring corrective action to (internal) audit findings has not always occurred.

This opinion is substantiated by the fact that on some subsequent internal audit visits, the same deficiencies are noted. Due to a lack of internal audit staff, follow up has been limited. In addition, the Manpower Planning Department organizational structure does not provide (or such follow up."
