Carl Sandburg School Damaged By Vandals For Second Time Carl Sandburg School was vandalized Saturday night or Sunday morning.

Glass in some of the doors also was shattered as the intruders made their way throughout the building, according to the police. The vandalism was discovered and reported Sunday by a schoolteacher. Waukegan May Lose Federal Funds For School Plan WAUKEGAN, 111. (AP) Waukegan school officials, facing the loss of $350,000 in federal funds used in a national experimental program for children from low-income families, say they'll appeal all the way to President Nixon, if necessary, to keep the program operating. "If we have to, we will go to Washington and we'll take parents, teachers and administrators," George Smittle, school district superintendant, said Sunday. The school board received notification by letter Saturday that $350,000 in federal funds to Waukegan's Follow Through program would be cut off in June, the end of the current school U.S. Troops In Vietnam Below 700,000 SAIGON (AP) American troop strength in South Vietnam has dropped below the 100,000 mark for the first time since the summer of 1965.

The milestone in the phased pullout that began nearly three years ago was reached as the U.S. Command issued an official summary putting the number of troops in Vietnam at 101,700 for the week ending last Thursday. But military sources said that additional reductions in the following four days brought the level below the 100,000 mark. The U.S. Command issues official strength summaries each Monday but they cover only the week ending the previous Thursday.

The exact drop below 100,000 thus won't be officially confirmed until a week from now. Currently, American troop strength has been falling about 1,000 each day. Last week's drop was 6,900 men, the most in two months, and cut the military population to less than half the level of six months ago. (AP) The number of American adults who have experimented with marijuana has almost tripled in recent years according to the Gallup poll, but the majority of the public still feels the drug should remain illegal. The poll, released Sunday, indicated that 11 per cent of all Americans over 18 have smoked marijuana, an increase of 7 per cent over figures obtained through a similar poll in 1969. However, despite the growing use, an overwhelming 81 per cent of the public oppose legalization of marijuana, a Gallup spokesman said. He said 81 per cent of those responding to the poll indicated they are against legalization. In the 1969 survey, 84 per cent responded similarly.

The spokesman said the survey indicating opposition to legalization stemmed from the belief that marijuana is physically and psychologically harmful, is addictive and leads to the use of other drugs. The study also indicated use is highest among persons age 18 to 29, and "men are twice as likely to have tried marijuana as women and persons with a college background are more likely to use it than those with less formal education," the spokesman said.
