For several years, the commission, Great Lakes Task Force, governors of the eight Great Lakes states, port officials, ship-pingoperators and waterway users have considered the extension of the navigation season on the Great Lakes-St. Lawrence Seaway system to be a primary consideration for the economic health and environmental betterment of the mid-continent region. Van Ness also observed that "studies of the Winter Navigation Board show that for the extension of the navigation season to 12 months for the upper four Great Lakes the benefit-cost ratio is 3.71.

For year-round season extension for the full system (add Lake Ontario and St. Lawrence Seaway) the benefits are about 9.01 with no significant environmentally-adverse effects. The former resident of TRY OUR DAILY LUNCHEON SPECIAL In Granada, the first city founded by the Spaniards in Nicaragua, the inhabitants still dance what is called "the dance of the little devils." Dressed picturesquely in brilliant costumes patterned on those of colonial times, but still wearing the Indian headdress, the natives dance from house to house, accompanied by a guitarist. Almost everywhere in Nicaragua, the Kith 19th centuries still exist, except in the very big cities, which are very much in the 20th century, and afford every luxury to the traveler.
