Schmidt for the creation of an arcade from Fourth street to 'Government square, midway In the block between Walnut. and Main streets, was recalled yesterday when It was rumoreel that the same project la up for consideration.

According- to the report the property of thenrst "Presbyterian Church is involved In the present negotiations, Iik which Jacob G. Schmldlapp is supposed to be the prospective purchaser. This could not be confirmed at hla office. Mr. Schmldlapp owns considerable property on the north aide of Fourth street, but there Is a space of about 80 feet between hla holdings andthat of the church real estate, which belongs to two separate persona.

One of these parcels Is held by the Schmidt estate and Its representative, Walter S. Schmidt, last night said no effort had been made to purchase the property. The church real estate was placed on the market some months ajro, following the settlement of all litigation which followed the creation of the Church of the Covenant, President Griffith Griffiths, of the Citi-tens' National Bank, yesterday denied the report that this financial Institution was considering plana for a new location further up town and closer to the retail district. It was stated that the thought had not entered the minds of the officers of the bank. This institution and the Procter A Gamble Company are closely allied, and It Is known that the plans of the soap concern provide for the use of the first floors in their proposed skyscraper at Eighth and Race streets for retail purposes.

It was pointed tut last night that the Citizens' Bank might make such a move after the President's square project was well advanced, Builder J. G. Cooper has made his first sale In the Cleneay homestead subdivision, on Reading road, selling a lot having a frontage of 54 feet on the proposed extension of Lee place. The buyer Is Mrs. Ella Brown, who has given the builder a contract to build a brick duplex flat building.

C. R. Cash yesterday was awarded the contract for the building of the new street. As soon as this Is well under way Mr. Cooper will start the construction of several improvements, principally of the duplex type.

The committee stated that it Is their Intention to take the matter be-fore Mayor Hunt on Ms retum to Cincinnati. The Socialists cialm that their flag as arried during the Pcbs parade In into, and that no disorder was caused by the act.

They alsa claim that the flag has been carried in parades in many other cities, and that even in Cincinnati many Socialists wear a small red flag on their coat without being molested. The reading of the constitution would seem to indicate that these shall be general laws, uniform in their application. The small Council bill was first amended by Representative Robert Black, of Cincinnati, before being passed by the House, and returned to the Senate for concurrence. The amendment provides for a special election to be held July without the Interposition of a councilmanlo ordinance, at which the question Is to be whether the city shall have the present ward arrangement or the Council at large.

Itwas explained that under the new direct Primary law petitions for nomination for places upon the municipal ballot must be filed August Through making the election in July the field will be cleared of doubt. The Gregory consent bill was amended so as to strike out the provision that an election should be held within 80 days after the enactment of the law.
