The miiling-in-tranait problem was the eiindDla theme of consideration.

Various propositions were made, but none proved ao- eepuble to all the line. The Burlington ifoad was not disposed to change its merchandise rate unless grain rates were oluuiRed. The St Paul Boad offered to allow the Chicago, BurlmRton and Northern Itoad to compete for milling-in-transit traffic without any luudranco, the latter to receive on shipments the difference between tha rata to Minneapolis and the through rata. The Chicago. Burlington and Northern was willing to accept such tratho if it was allowed to compete for such traffics and get its full local rata the same as on other flour shipments.

This the St. Paul Boad would not agree to, consequently tha matter was referred to a committee of the four lines leading into Minneapolis from the Northwest, to reoort at another cenetal meeting to be linl.i at '2 o'clock this aiternoun. A mm of flatrrant discrimination on tha turl of tha Missouri Pacifio Bail way was before tha railroad commissioners to-day. Tha complaint was made by the coal operators of Osage County, who charged that corporation with having willfully discriminated against them for tho purpose of ruining their business in tha interest of tha coal mines in Rich HilL, Ma, which aro for tha most part owned or controlled by tha railroad.

The ease is one which seriously affects tha interests of a vast territory in Kansas, Tha hearing occupied nearly ail day. tha railroad being represented by Assistant General Freight Agent Bradshaw and the various coal companies by their managers. It was set forth bv tha coal operators that, although tha rates of tho Missouri Pacific had always been extortionate and higher than those ef other lines In Kansas, on July iiO they issued a tariff which raised the rates which have been in operation for the past two years. Tha rates were raised to all points wluchthe Osage City coal operators could reach, tha new tariff being from 10 to SO por cent higher than tha old rates. It was asserted by tha Osags City men that under the' new tariff they would be compelled to quit business, as they could not compete with tha Bich Hill miners, who find a market in tha same territory.

The following were given as instances of discrimination whioh the new tariff works: The distance from Osa'e City to Sadua is 109 miles, and the rata for ton is iThe distance from Rich Hill to omoona is 10JI miles, and the rata per ton is 5L10, a clear discrimination in favor of Bich lliilof 90 cents por ton. Tho Commissioners announced that they would to-day inform the Missouri Pacifio that it had violated tha laws of the State, and direct it to reduce its Osage City tariff to conformwith tha Eich Hill tariff. SHORT LINES. Tha Northwestern Boad yesterday adopted tha tariff of the Transcontinental Association. 'Ths rites on malt and oil oaks from Chicago to New York were yesterday reduced from 25 to 20 cents.

President T. B. Blackstous, of tha Alton Road, returned yesterday from a prolonged Eastern trip. Tha Rock Island Road yesterday reduced rates on live stock coming from points west of Des Moines to Chicago from $0 to $50 on business coming in thirty-four feet cars. The rata on lumber having bean reduced from 13ig cents to 13 cants from tha north to Bockford, as agreed on, tha Burlington Boad gives notice that it will quota a rate of 6 cants from Chicago to Bockford and Bochelie.

Tha Chicago, Kinnas and Nebraska Road having appointed agents at Dresden, and Edson, prepayment of freight to those stations will be no longer required. The agency at Brenham, Las boon discontinued. A meeting of the committee of eight on revision of toe Central Traffic Association will be held here next Thursday, in conjunction with representatives of thr lines in tha territory of the association who are not members, bnt who expected to join. Xha Chicago East-bound Passenger Committee met yesterday at Chairman Daniels' office, Tha Niagara Falls Short became a member, and agreed to place its tickets on sale at tha Palmer House aud tha Grand Pacifio Hotel, to pay its share of the expenses, based upon its earnings, and to cease paying commissions on business in Chicago.
