OFFERS FARM PROGRAM Would Ban Imports of Products This Country Is Able to Supply Washington, Nov. Pepper of Florida said toCongress should prohibit importation of any agricultural products which this country is able to grow in quantities large enough to supply its own needs. To illustrate, he said, American farmers should be given the right to produce all the sugar they can before any is admitted from a foreign country. Protest Sugar Bill. Pepper and other Floridans protested against provisions of the sugar bill passed at the last session of Congress which placed a quota on domestic production.

Pepper said farm legislation also should include: Authorization for the Agriculture Department to fix import quotas on all foreign agricultural and horticultural commodities. Crop insurance for all important agricultural products. Crop control "which would prevent the accumulation of an unu reasonable surplus of farm crops." A section making the government responsible for disposition and distribution of the farm surplus each year. Price pegging for all "essential" farm commodities at levels high enough to yield the farmer a fair return. Asks Stricter Laws.

Pepper said the program also should include stricter regulation of commission merchants to whom vegetable producers send their products for sale. He said he would propose, as an incident to the farm relief program, a senatorial investigation of the freight rate structure in the Southeastern States. SUGAR. New York, Nov. sugar was quiet early today but the undertone was easier and offerings were more liberal at the last paid price of 3.55, for both prompt and early new year shipment. Buyers, however, showed no interest and no sales were reported. Futures opened steady but soon gave way under increased selling by houses with producer connections and scattered liquidation promoted the increased offerings in the spot market.

March No. 3 sold off from 2.36 to 2.35, while September sold at 2.38, or 1 to 2 points net lower. March No. 4 reacted from 1.14 to 1.12½ and September from 1.19½ to 1.19, or to 1 point net lower, with the market at midday ruling around the lows. Refined was unchanged at 4.75 to 4.85 with only a fair withdrawal demand reported.

Petersburg, Nov. asphyxiation caused carbon dioxide was by Magistrate Joe E. Carpenter as the cause of the deaths of Charles A. Nighman, 76, and his 79-year-old wife, in their home here yesterday. Carpenter said windows in the bedroom were tightly closed, and a gas appliance was burning when Mrs.

Margaret Rydan, housekeeper, forced her way into the Nighmans' home at 8:30. Nighman's body was sprawled on the floor, and his unconscious wife lay at his side. Se died in an ambulance on the way to a hospital a few minutes after Mrs. Rydan discovered the tragedy. The Nighmans, who came here from Asbury Park, N.
