Oxford were afloat ia their new Boagh boat soon after 3 and, coached by Mr. D. H. M'Lean, went at a strong paddle tip to Barnes, meeting with some very rough water on the way. Once or twice they became a little uneven, and evidently are not quite at borne against a bead wind, bat still they went fairly well. When Bearing Barnes they met a very bad swell left by a tug going down the river at a fast pace, but th crew went through it in good style, though they shipped a considerable amount of water, bomething went wrong with Mr. Fitman't slide, and the crew bad to disembark at Green's boatyard, at Barnes, while it was pot right, the repairs oectrpyiag a long time. When at length tbey were completed they prepared to row llammersmith bridge. Tbey were well under the arch of Barnes bridge when to word to go was given, Mr.

Pitman starting very smartly at 45 strokes a minute. The water was rough in Horse Reach, and tbey west steadily thro net it, being steered aa soon as possible for the shelter of the Middlesex bank. The rate of stroke wa reduced to .32 per minute along the meadows, and by feathering high they cleared the waves well, and reached Cluswick Church in 4min. lfsee. Going down the Eyot the stroke was increased to 34, the water being smooth there, bat the crew became short aad unsteady for a time.

Tbey recovered, however, and were rowing better at the Oil Mills at the same stroke, but approaching the finish they agaia becaoie abort, and there was a tendency on Ur. Pieman's part to harry forward. Still they rowed hard to the end, and reached Hammersmith bridge in 8m in. pulling at the. rate of 36 for the last minute.

On the whole the work was good, though tbe time might have been a little better, especially on tbe bow side. A strong paddle back to Putney completed tbe day's work, the crew going very evenly then, with a good steady swing and a powerful leg drive. Crews and latest weight OXFOBD. aa. Ih.

Mr. Gboboe Ccbxox, addressed a large meet ing of Conservative at Maidstone last night. Tbe Liberal party was going through one of those' strange transformations which made its history so picturesque, romantic, and discreditable. A great Parliamentary figure, a great historic figure (cheers), and certainly tbe greatest Parliamentary orator of the last half century (ebeers), bad made his exit from tbe political stage. There was something solemn and almost pathetic in this close to the career of a statesman who for 60 years bad been a member of the House of Commons (ebeers), who for 50 years had been a Minister of tbe Crown, and who bad no fewer than four times been Chief Adviser to the Crown. Whether they were Tories, Unionists, Liberals, or. Radicals, there was not one of them who would not feel sympathy in knowing this fact, that advancing infirmities and failing eyesight should be tbe cause of that retirement. (Cheers.) They sympathised with those afflictions just as warmly as, ia spite of their political opinions, they admired'the unconquerable vitality and courage with which Gladstone had pursued his views, however mistaken, daring the closing years of his life.

(Cheers.) It was not for a young member of the iloupe of Commons like himself to pass a verdict upon th great career of Mr. Gladstone, or to endeavourl to apportion praise or blame. But there wcrei no donbt many present who thought that when, in tb year Mr. Gladstone abandoned tbe convictionsj of a lifetime and surrendered the traditions of hit party in taking up the question of Home Rule he "then trailed the Liberal flag in tbe dost and wrought irreparable damage to the interests of his parry. There were some of them who thought' that, clever aa he was in persuading other people, no one had ever exceeded that cleverness, no one, it had been said, had ever been more clever ia persuading himself. Mr. Gladstone had sometimes.mistaken emotion for conviction and eon foaoded sensibility with sense. (Hear, bear.) There was an almost universal eenaaruna that a large increase should be made in the number oi appliances ior the extinction or fire in tbe metropolis.

No other expenditure could be said to recoup itself so completely as the expenditure on tb Fire Brigade. Mr. Elliott said they were practically not committing themselves to anything at all by passing these resolutions. Not a single fire station could be erected without the question first coming tefore the Couneil. They wer asked to give their consent to a scheme which woald ho a fair schema for all parts of the metropolis.

THE tBlFICATIOX OF LC5D0X. Th report of the special committee on th unifica tion ot London, submitting their proposals for amalgamatioa, whieb appeared ia Tit tint an Tues day last week, was next considered. The Vice ChaiBMAB (Mr. Harrisonl asked tin Council to consider the problem which had been set before them by the Royal Commission. The problem was to consider th proper, conditions, under which tne amalgamation or the Uity and county ef London could be effected and to make specific ant practical proposals for that purpose.

Tb Royal Commission assumed that there must be an amalgamation, and directed inquiries into the manner in which tbe amalgamation should be made. It was upon that assumption that the Council had to proceed. would point out that the City Corporation had also proceeded npon that assumption, became since the Commission had been opened tbe Corporation bad withdrawn from giving farther evidence and from appearing before the Commission on the ground that the question of amalgamation had been made tbe subject of investigation. This was a proposal for expanding that which was inside the speeibe area of the Corporation to a largerarea co extensive with that which was confined within the limits of the Countv Council. Following tbe example of Liverpool and Manchester ana otaer large corporations, the proposal was that that which was limited to.

the old City area should be extended to the whole area of the metropolis, and that there should be, as in those places, a tingle municipality. In framing that single municipality it wa necessary to keep in view everything that was compatible with the' good government of London, and that, as far as possible, all the powers and privileges of the City of London and of the County Council should be exercised over the whole metropolis by on central body and that in order to make pro vision lor local management in the City similar to thai which existed in other parts of the metropolis the City iommissioncra oi oewsrs snouia DO transionned into a local authority.
