I.No. 7-(5t) Pioneer Bay Social Worker Dies at 98 Miss Florence Owen, pioneer social worker and prison missionary, who once was identified with the welfare program of Francis Marion (Borax) Smith, died early yesterday at a Claremont rest home. She was 98 years old. Miss Owen devoted most of her life to visitation and ministry in the state prisons and the Oakland and Alameda County jails.

She retired in 1952 and since then had lived in Western Assemblies Home at Claremont. Born in Ireland Aug. 2, 1862, Miss Owen came to Oakland in 1900 and later identified herself as a housemother with the pioneer social project of Mrs. Mary R. Smith, wife of Borax Smith, to care for homeless girls.

'ARBOR VILLA' ESTATE In 1922, Smith deeded a tion of his "Arbor Villa" tate to his wife for the Mary R. Smith Trust. Ten cottages were built on the property, each to house 10 girls. A housemother was appointed for each and an allowance provided to make the cottages as much like homes as possible. Miss Owen became a supervisor of one of the cottages and with her co-workers saw that the girls got off to public school each day and otherwise ministered to their needs and guidance.

CLEMENCY ACTION Miss Owen figured prominently in a successful effort, in 1945, to get a stay of execution for Thomas Brigance, 29, sentenced to death for his part in the slaying of an Oakland special policeman. However, Brigance died in the San Quentin gas chamber four months later. Miss Owen was a member of St. James (now Park Blvd.) Presbyterian Churching and afterward became a member of Gospel Auditorium, 42nd and Rich Streets, Oakland. Her only known survivor is a nephew, Dr.

William Magrath of Oakland. A simple funeral service was conducted yesterday at the Western Assemblies Home and interment was in Ontario. Steak Lodges in Throat, Man Dies CONCORD, Sept. 10-A 42- year-old Oakland man who choked on a piece of steak during a barbecue yesterday died in Concord Community Hospital despite nearly two hours of emergency surgery. The victim is Edell Yarbrough of 2368 88th Ave.

Yarbrough was attending an outdoor barbecue at the home of a friend, John M. Kropa, of 3658 Clayton Road, when he suddenly got up from the table and collapsed. He was taken by ambulance to the hospital where doctors discovered during surgery the piece of meat lodged in his throat. Placer Reunion The 44th annual Placer County reunion will be held tomorrow at Mosswood Park in Oakland. Former Placer County residents now living in the Bay Area are invited to attend the all day outing.

Lourie, 28, was found dead in a creek bed yesterday, the vietim of a self-inflicted gunshot. The death weapon, a .22 pistol, was found still clutched in the dead man's hand by two boys who discovered the body in San Pablo Creek during a hike.
