In elaboration, Mayo sugities, federal installations such gested tax municipalas Homestead Air Force Base, a host of churches and many other organizations would be affected by passing on the tax. This, said Mayo and chief counsel Lewis Petteway, could be construed as taxing a taxexempt organization. "This alone," said Mayo Wis enough for us to have second thoughts about permitting the pass-on of the tax, but there are other elements too.

"There has developed a lack of understanding of these orders allowing certain utilities to pass on to their customers the surtax," he said. "So," said Mayo, "in view of these developments, this commission feels, in the public interest it must set aside these orders and will order public hearings if the utilities should request further consideration of their applications. "We hope such hearings will develop sufficient public information to help the commission make proper decisions on these matters." It was Petteway, during the GenTel hearings, who recited the frustrations of getting an Internal Revenue decision and suggested "judicial interpretation" might be needed. It was Pinellas County Attorney Dan Martin who raised the issue of tax exempt entities having to pay the tax if charged on utility bills. He contended those exempt from the tax merely pay their telephone bills, whereas it is the telebhone company itself which is being taxed under the new federal law.

Post Office Delays Cuts In Service (Continued from Page 1) only three of four vacancies until over-all government employment is to the level of July 1, 1966. Postmaster General Marvin Watson said this would have meant a loss of 83,238 employes for the postal service. Under his proposed cutback in service, mail collections were to have gone on a Sunday-holiday schedule and local post offices were to close on Saturdays. Mail deliveries would not be affected, and it would still be possible to pick up general delivery letters and parcels for a couple of hours during the morning. Congress plans to adjourn next Friday for the month of August so that members can attend the national political conventions, and Watson said that unless the House goes along with the Senate action the Saturday closings will start next week, Aug.

3. The Senate added the exemption as a rider to a minor post office department bill that has been approved by the House. That approach will enable the House to approve the exemption without having the measure go through the committee process in that body.
