When the ileepy-eyed own-era who comprise the NBA'i hoard of governors emerged from an uneventful meeting that lasted all afternoon and moat of the night they had act.

tied only the routine matters. Maurice Podoioff aald the possibility of expansion will be discussed at a apeclal meeting In late February when the owners will determine playoff dates. 'The governors net on the eve of tht NBA'i annual all-tar fame. The gm. pitting lUrs of the Eastern Division against those of the Western Division, will be played to-night at Detroit's Olympla Stadium.

A delegation from San Francisco formally applied for membership. Other groups from Los Angeles, Portland and Seattle on the West Coast, along with Dallas, Houston, Chicago and Pittsburgh, have expressed definite interest in joining the NBA. However, several owners said privately they doubt if the league will expand at all in the next year. Expansion, if it comes at all, likely is two years away. Several owners lean toward admitting Chicago and making the league a nine-team affair In 1959-60.

One idea, for a four-team West Coast division; got a cool reception. A better Idea seemed to be to build up the present eight teams. The board of governors decided to hold the annual draft meeting in Cincinnati on March 23, the annual league meeting in New York or Minneapolis in April and the 1959-60 All-Star game in Philadelphia next January. Podoioff said the present eight teams apparently are all set for another season. There have been almost-constant rumors that the Minneapolis Lakers are ready to switch to San Francisco, but Podoioff said the Lakers have attained the financial goal spelled out the league.

Podoioff said the NBA has taken steps to guard against "any future discrimination be cause of race, creed or color, Elgin Baylor, Minneapolis rookie star, and two other Ne gro players from the Lakers' club said they were denied hotel accommodations last weekend in Charleston, W.Va. The rest of the players stayed at -the hotel, but Baylor and the others had to seek lodging elsewhere. "We had a guarantee that this would not happen," said Podoioff, "and I can assure you it will not happen again, He said all teams in the league will have written agreements in the future with the various hotels and lodges, The leaeue has arranged for weekend television of some of the playoff action later in the season, but the owners were tight-lipped about the interest one major network has shown in niaht-time television of NBA flames next season. 1 The owners recessed until later today. They will attend Jthe All-Star J3ame Juncheon at a downtown hotel and hud' die later in the afternoon be fore the contest.

Wet Model Engineer' Association and California State, County and Municipal Purchas ago of quietly paying the players more than their contracts called for whenever their performance justi fied it "We don't change their con tracts," Wrigley explained. "We Just pay them more." The plan is directed mostly toward the younger players who are receiving near-mini mum wages. Dick Drott prof ited by the system two seasons ago when he doubled his In come by posting 13 victories as freshman. Wrlgley's Idea- not only keepa the players eager, but provides flexibility at contract signing time.

If a player Is dissatisfied, it becomes a little awkward for him to press his demands too strenuously. Sometimes a player's salary claims can be his undoing and if the wage dispute gets bitter enough, the club might feel more Inclined to dump him in a trade. Leo Durocher, for example, got his start with the Yankees, but it was short-lived because he became too insistent in his negotiations with the manage ment In the winter of 1929-30, Du rocher owed tremendous bills at his hotel elsewhere when he went in to see Ed Barrow. He demanded a contract for $6,000. He had been getting $5,000.

"And," he told his boss, "I want $1,000 of it in cash-right now." Barrow didn't take too kindly to Leo's views, and in formed him in no uncertain terms he wasn't going to give In to Durocher's demand. He didn't either. Ten days later, Durocher was on his way to Cincinnati via the waiver route. I Sometimes, a third party en ters into negotiations. JBranch Rickey Jr.

oncehadtotalk contract with the wife of one of Pittsburgh's pitchers. "We had to negotiate with her while he sat silently by. She was tough," young Rickey com mented. Ty Cobb remembers when his salary argument with owner Frank Navin of the Ti' gers was the big episode of 1913. Cobb was getting $9,000 and wanted $15,000.

Navin an nounced Cobb would play for him at his figure or not play at all Cobb said the late Senator Hoke Smith of Georgia helped resolve the dispute, "Senator Smith said he wanted to look at my contract," Cobb recalled. "He said it looked like peonage, and gave out a statement in Washington that baseball should be Investigated. "Then Mr. Navin and I got together kind of quick. I got $12,000.

1 think I was willing to take a little less." Salary adjustments will re main part of baseball as long as players are willing to fight for more money. Ted Williams ranks as a rarity in that he once asked for less than what was offered him. One winter, he requested the Red Sox to pay him $92,000 rather than $100,000 so he'd be in a lower tax bracket. Williams jockeys in salary negotiations according to the money he makes on the side each season. While disagreements over terms provide hot-stove gossip during winter months, figures support Tom Yawkey's recent contention "more players have been overpaid than under paid," Yawkey ought to know.

He has poured more than 000 into the Red Sox. He made his comment at last December's baseball meet ing Jn, where one player" suggested "minimum salaries should be upped to $10,000 and that wages should be increased all along the line." One of these days, somebody is going to get the bright idea to install an engraving of Branch Rickey's famous quote in the museum at Coopers- town: "Hungry ballplayers win pennants."
