Bet we are cot concerned at this moment with the question whether our preaeat financial ytem urease uauuly oo oae part of th United Kingdom in comparison with another, but rather whether that rystem is equitable aa regards the things in respect of which members of the community at large are taxed. At any rate, tbe old cry for retrenchment on tbe part of the Qorernment of tbe day is no longer beard. On the contrary, constantly increasing demand are made on every Chancellor of the Exchequer to provide more money for existing and fresh terriees. It appear, therefore, that the country acquiesces not unreadily in tbe hug expenditure undertaken by tbe State, and this acquiescence, to which possibly a sense of rain received coo tributes; may be considered to afford fairly good proof that, with perhaps the single exception of the estate duty.

Imperial taxation as a whole ia not felt to inflict any aenooa strain on the community. It is otherwise with rates. The ratepayer is perpetually complaining that rates (to use an hiMvrie formula) have increased, are increasing, and ought to be Tbe rounds of the rate collector are viewed with real, apprehension, foreboding, as his approach generally does, om increased demand. The mast popular platform on which a candidate for a vacancy on a county council or on a board of guardians ean take his stand is an undertaking that be will use his utmost efforta to reduce the rates, or, at any rate, to prevent a rise in tbem. It is the immensity of the expenditure of local authorities, not of tbe central estbority, which comes home to tbe people of this country, and Trtnfr gave rise to the appointment, of our Commiminn.

The ratepayers are always demanding to be relieved at the expense of tbe taxpayers, though in part they are one and tbe came body and this of itself may show that it is not Imperial, but local, taxation from which the pinch comes, or, at any rate, where it is felt. The newly built Chilian corvette General Baquedaao, Capt. Shawe Taylor, late A.D.C. at Portsmouth. writes as follows i We are endeavouring to found a soldiers' home in Limerick, an institution greatly needed in the city. The total cost of the scheme would be at least 1,500, though 2,000 would be really required to make the home thoroughly efficient. That the institution would be much appreciated is, we thfavt shown by the fact that the officers, non commissioned officers, and men of the garrison have subscribed 150 towards ths project.

The residents of the city and county of Limerick have also generously supported the movement, and in all 1,000 has been subscribed. It is for the remaining tnat we venture appeal most earnestly to the public, believing that many would be glad to assist in pro wing an institution which would be an inestimable boon to th garrison. We shall be most thankful to acknowledge all subscriptions, and also to give aay farther information which mav be required.
