For already in this base ment may be seen electrical machinery in rapid motion, and beyond th seats and platform of a Urge lector theatre. This new laboratory, boused ia a part of th Needlework School rented by the CUy Guilds lnstltnte, will, when completed, give to the Central Technical College an tip to dat emnpment for th teaching of electrical engineering which will bring It abreast of th times, and will one again plac th eolleg In th foremost position among the higher technical schools la this country. Twenty years ago, when the Boral Ccmraisaioneri of Technical Instruction first visited Germany, they reported that there was no lnstitmion la that country so wall quipped for th teaching of th practical applications of electrical science as th Ilcabury Technical College. Fifteen years latar, when soma cf their members made second visit of inquiry, they found nearly every poly technic or technical high school nrniabed with better appli ances, and with a mora complete system of Instruction, than any British school or University oould boast of.

Germany had not stood still. Sino then mnch has been written about the higher aeientlflo education in Germany, but on one point all writers are agreed, that England possesses no school of practical science which can be in any way compared, as regards its staff of professors, its completeness of equipment, th rang of subjects of instruction or the number of students in attendance, with the Technical High School of Char lottcnburg located not very far from th University in Berlin. Of recent years some progreg hes been made in this country in improving the facilities for higher scientific education but London, notwithstanding the reconstltu uon of its University, still falls behind other European capitals in the possession of adequate facilities for th training of students In the dinerent branches of applied science. The removal of the School of Art Needlework from its present qnarten north of the Central Technical OoIIeg will leave vacant a sit at the corner of Princ Consort road which, if used for the erection of laboratories supple lenting those of th City Guilds, would giv to London a School of Physical and Engineering' Science more commensurate with its needs than any it as yet possesses. But such an addition of buildings might do more, for It would serve to show how tha problem higher University education in London might be solved.

The most serious difficulty with which the newty constl tuted University has yet to grapple is how to concentrate the higher teaching in different branches of learning, and to focus the scattered and partially effectual efforts different and widely separated institutions. Whilst in Engtsnd, ona professor, with his assistant and demon tra tor, is in cnarge of a wnoia aepartxnani ot science, in Uerraan schools each denartment is divided into sections. directed by eminent teachers wbo are acknowledged autnonties in tneir own particular subjects, in London, aUached to aeparat institutions, there are many well known professors of European reputation, wbos efforts, if combined, might make the faculty of learning in which they teach as attractive to students as the oortevponding faculty in any fore! 1 University. But, owing to tee conaitions tamer wnicn our nigner rcboou and colleges have grown up, each of these professors has to do practically the same round of work year after year, and whilst the teachers are thus prevented from applying themselves, as fully as they might, to the investigation 01 sp ciat prooiems 01 sciemina vaioe, the students lack tbe: opportunity of receiving tbe individual attention they neod, and of being brought under the inspiring Influence of such a band of thinkers and workers aa they would meet during their court of itndr at Berlin or at Zurich.

Th proximity to tha University building of the Royal College of Science, with its new laboratories now in course of erection, and of tha Central Technical College marks South Kensington as th most fitting sit for London's future school of physical and engineering science. For th completion of sucha school, effortrkhould be at one mad to secure from th Commissioner of 1S51 the plot of ground bow occcpied by th brick and vden shads of tb School of Art Needlework.
