STAR Sacking Of Ferguson Cost Him $15,000, Engineer Says By GEORGE HANNA Tribune-Gannett Service TALLAHASSEE A highway engineering consultant told a Senate subcommittee yesterday that he donated $15,000 to the Governor's Club to get Gov. Claude Kirk's top aide, Tom Ferguson, fired. The bizarre story was told by George Kunde of Miami, who explained that he was irritated because Ferguson "made me stand outside the governor's office for two days straight." "I was dadgum upset," said Kunde, who explained that he wanted to discuss a safety program with the governor. "Mr. Ferguson left within a day after I submitted my checks," Kunde added.

MEANWHILE HOUSE Speaker Fred Schultz, D-Jacksonville, saying that the whole question of confidence in government is at stake, told the House Elections Committee to investigate the Governor's Club. Schultz, in effect, took the probe away from the House Transportation Committee which has been locked in a Senators Hedge On O'Neil Okay (Continued from Page 1) misdemeanor, punishable by up to one year in jail or a $500 fine, for a turnpike authority member to have any interest in sale of any product to the authority. He said he thought that failure to own controling stock cleared him of any "conflict of interest" in the tire purchase. TESTIMONY BROUGHT out that O'Neil's family controls the parent company and that the president, chairman of the board and several directors are cousins. Daniel said its main job was to determine if O'Neil met the lawful qualifications to be transportation chief which is that he spend full-time on it, be a resident of Tallahassee, and either a professional engineer or otherwise be qualified by experience or education.

O'Neil said although he maintains his family, including nine children, in Miami, he has an apartment here and spends Monday through Thursday in the Tallahassee office, flying to Miami to keep state office hours there each Friday. He said all he charges to the state is his round-trip plane fare, billing for per diem neither in Miami or in Tallahassee. He said he's spent all his life in the transportation field due to his connection with the tire business, and also cited his years as road chairman and turnpike authority member as qualifications for the top job over the whole state transporation field now. THE SENATE subcommittee also heard testimony from a U.S. Bureau of Roads official that Florida has not i irrevocably lost $19.1 million in federal interstate funds that temporarily lapsed for failure to have plans ready in time.

The spokesman, Wayne H. Brown, said Florida probably won't get the money in 1970 but won't lose it forever unless it fails to obligate the funds by June 30, 1972. O'Neil told the committee that his department lost the use of the money this year because of a "deliberate policy" of giving priority to construction of Interstate Highway 95 in Broward and Palm Beach counties and the projects were so complex they could not be readied in time. He was a native of Pittsburgh, and had Woman Killed In Collision At Gulfport GULFPORT (By Staff Writer) A 75-year-old woman was fatally injured yesterday when her car ran a stop sign and was struck broadside by another car. Gail Caldwell of 3111 53rd St. died of injuries about noon yesterday in Mound Park Hospital.

The driver of the other car, Lois Corn, 53, of 909 58th St. St. Petersburg, was listed in fair condition at Palms of Pasedena Hospital last night. According to investigating Officer Harold Mueller, the Caldwell car apparently failed to stop for the stop sign at 53rd Street and 22nd Avenue. The Caldwell car was listed as a total loss while damage to the Corn car was estimated at $250.

The transportation committee will still look into the Governor's Club as it relates to operations of the Department of Transportation, but won't have the specific assignement of probing the top-secret, $500-a-year Governor's Schultz said. THE HOUSE transportation group has been involved in a detailed study of the Department of Transportation and began looking into possible links between contributors to the club and the awarding of road contracts. It resumes the probe today. Ferguson, who was the focal point of several controversies while working for Kirk, left the governor's staff last spring to take an executive position with General Acceptance Corp. in Allentown, Pa.

Ferguson could not be reached immediately for comment. The governor's press aide, Russ Stratton, said the governor would have no comment, but Stratton said, "there were seven weeks between the announcement Ferguson was leaving and his departure." Kunde's testimony came during a hearing on confirmation of the appointment of Secretary of Transportation Michael O'Neil. There appeared to be little connection between Kunde's testimony and the O'Neil appointment except that O'Neil suggested creation of the Governor's Club. Kunde said O'Neil never solicited funds from him. Kunde said the first contact about the Governor's Club came from a Miami attorney he identified as Tom Testa.

KUNDE SAID his firm, Kunde and Associates of Miami, has about $500,000 in contracts with the Department of Transportation. However, he said there was no connection between receipt of the contracts and his donations. He said he joined the Governor's Club which Kirk said was established to pay expenses not paid by the state in April of 1968 and had contributed a total of $18,000. Kunde described himself as a backer of former Gov. Haydon Burns who switched to fight Robert King High, Kirk's opponent in 1966.

He said he became disenchanted with "one or two people in the Governor's office," and when pressed for named Kunde responded, "Tom Ferguson, and he's one or two people." Kunde said he asked he could do to help the situation and 4 was told that he could join the Governor's Club. He said he subsequently "invested $15,000 to allow Mr. Ferguson to leave." The subcommittee members, shaking their heads in amazement, asked the total amount that was paid "to get rid of Ferguson," and Kunde said he didn't know. SEN. BILL YOUNG, pursuing the matter, questioned, "You understood the $15,000 would go to solve a problem you considered to be Tom Ferguson?" "Yes," Kunde replied.

Kunde didn't or couldn't explain how the $15,000 figured in the departure of Ferguson, but insisted that was what the money was intended to do. He said he thought "the governor is deserving of nicer things than he's given" regardless of who the governor may be and that this was one reason he donated to the Governor's Club.
