Yesterday, Omar Awan, 22. who raps under the name of "Oschi-no" in the group Inner City Hustlers, yesterday was cleared of fatally shooting Orlando Williams, 31, in a road-rage incident last Aug. 28, after a witness recanted his identification at a preliminary hearing.

A crowd of supporters broke into applause, and were warned to refrain from demonstrations by Municipal Judge Felice R. Stack. Witness Carl E. Dandridge III surprised Assistant District Attorney Roger King just before being called as a witness. He told King that he was going to have to back off of his earlier police statements that Awan was the shooter.

He said he realized he made a terrible mistake as soon as he saw Awan brought into court by a sheriff's deputy. He said he had identified Awan only after seeing his picture on a CD cover of the rap group last month. Dandridge said he also viewed a video of Awan before notifying police that he was sure he knew who the killer was. He also told cops that Awan shot him in the leg during a struggle over the murder weapon, following the incident on Germantown Avenue near Pike Street. Williams, a social worker who had gone out for chicken wings that day, was involved in a fender-bender with another car.

The angry driver of the other vehicle pumped seven bullets into Williams after an argument over damages. "My client was working on his music around the time of this murder," said defense lawyer Brian J. McMonagle after Stack dismissed murder and weapons charges. "This has got to be a horrible case of mistaken identity," added McMonagle. "My client has steadfastly denied being anywhere near the scene of this crime.

He has always insisted on taking a lie detector test, and wanted to be placed in a lineup." Awan has been behind bars since Nov. 3. Police say that before Dandridge identified Awan, he had identified two or three other people as being the possible killer. Ken "Sparks" Johnson, 22, another member of the Inner City Hustlers, said he was grateful that justice has been done. "We were ready to do an album when they locked him up for something he didn't do," said Johnson.
