Deck's firm, according to the station manager, was named interim operator during the bankruptcy proceedings.

Mrs. McLaughlin, Blake said, "walks through" the station about once a month, but "has nothing to do with the day-to-day operations" of the station. Blake said it was fine if Mrs. McLaughlin, wanted "to write Anderson a personal letter." Strong, who said he supports Mrs. McLaughlin's letter, said he believes the bankruptcy judge will give the station back to East Texas Television Network.

Mrs. McLaughlin said that she, too, has a copy of the bankruptcy plans that state Deck will receive control of the station if the FCC approves; however, that has not happened. "The FCC will tell you who owns the Mrs. McLaughlin said. Mrs.

"When it all washed out," he said, Delta Broadcasting was awarded ownership of the station. Mrs. McLaughlin contends the ownership transfer is not final until the FCC acts, and that Deck is operating "in violation of commission rules" when statements regarding her authority are made. David Strong, an East Texas Television Network board member who owns a Dallas beauty supply company, said the station won't become Delta's until "they put up the money in court to satisfy the creditors" and get approval of the FCC. "At that point, Ernest relayed (that Anderson) had a scheduling conflict and we needed to work out some alternative plan to keep that commitment." On Friday, Oct. 21, according to Zach, station officials called to say the facilities for taping a debate were not available and an alternate date could not be worked out. "Ernest sent them a registered letter, which they received on Mon-' day (Oct. 24), saying, in effect, that we would have to pull out of that third debate due to scheduling conflicts." Mrs.

McLaughlin, Zach said, called the campaign office on Thursday, saying she had heard about the difference of opinion on the subject. Zach said after talking with Mrs. McLaughlin, "she asked what she could do to alleviate the situation. She then offered to send up a written apology." "We sent a letter out. We wouldn't do the first without having all three dates confirmed," station manager John Blake said.

"The campaign directors were very well aware" of the scheduled dates and times. Ratliff, who was in Longview doing neighborhood walks on Saturday, could not be contacted. However, campaign worker Vatra Solomon said the three debate dates had, indeed, been firmed up in August by Ratliff's campaign manager Don Edmonds, Langford and Victoria LaFollett of KLMG. Ms. Solomon said the Oct.

25 debate had been on her master scheduling calendar since August, and that she had scheduled Ratliff around the debate. "We had opportunities to schedule other things and didn't because of that commitment." According to Charles Zach, Anderson's press secretary, "The misunderstanding arose because Channel 51 presumed in August that we had agreed to three debates and confirmed three debates. We had not confirmed those three. Sen. Anderson's campaign manager, Ernest Langford, verbally told Vicki LaFollette that we would accept the debates one at a time and would have to reconfirm each subsequent debate." Channel 51 anchor Annette Gon- zales, in a Thursday newscast, said: "TV, 51 scheduled these debates with Anderson's campaign manager, Ernest Langford, in August after a certified letter was sent to the senator in August.

"TV 51 station manager, John Blake, says all three dates were confirmed with both candidates' campaign managers prior to the broadcast of the first debate, and there has always been a firm understanding by all the parties. "Blake adds that it is regrettable the last debate did not take place because the voters of East Texas deserve a first-hand look at the candidates." Zach said that "at the tail-end" of the first debate, "they began saying the 25th. That's what they advertised two weeks before the debate." The press secretary said KLMG sent Anderson's campaign staff a letter dated Oct. 18 that "says the debate was scheduled to be on Tuesday, Oct. 27." However, Tuesday was Oct.

25 and Thursday was Oct. 27. Blake said Saturday: "Yes, there was a typo" in the correspondence sent to both Anderson and Ratliff, but that both camps had been notified earlier of the scheduled times.
