8 THE TIMES, FRIDAY, FEBRUARY 28, 1873. TUB STRIKE IX SOUTH WALES. (By Telegraph) JITOlt OCR SrCTIAL WRRCifONDKNT.) MEKTIIYR. Fir. ST.

The peaceful minion of Sir KowUn Stephenson, hich has been the subject'of general conversation to come to attend somewhat sooner, perhaps, thin But from moment hit otfr o( mediation was made k'nown, the local public had little hope that it would ha.ro a successful issue. Probabli, ttuLgcueral tense of mitinviuz with re spect to hi or any other person's intervention, how vcr lincily the spirit in it may be offered, arise from the lamentable failure of the. IWlaia tradesmen's eUbrta in the brginnin of the weeV. The Sual result of thosa negotiations lias convinced the majority of people that intervention is hopeless. Tho pan i rs have now adranwJ to such positions that nothing but the irresistible force of necessity will suSice to more either therefrom.

The icon of Nantyglo and Mains 'are reduced to such, straightened arenmstanor that they are obliged to do something, and ifjthey could only seize upon a pretext, let it be what it might, they would avail themselves of such protection as it gave for resuming work. Hence wo b'nil the proposal of Jdr. Menelaus hat aspun been taken up by the Blaina section of the men in the employ of the Nantyglo and Blaina Iron Company, which on Vednea day appointed a deputation to express to the manager their assent to the proposal to return to work upon the reduction of 10 per cent, upon condition of having that 'amount restored 9a tho 1st of April. The manager accepted the proposal, which was in the evening submitted ftr consideration to a very well attended meet ing of workmen, by whom it was adopted by a large majority. To day the men have been making preparations for resuming work but I hare been Informed that the malcontents hare convened other meetings this afternoon for the purpose of render in; the resolution of latt'nipht nugatory but so little are they likely to succeed, according to my information, which comes from trustworthy sources, that the Beaufort section of the Company's men have given notice of a meeting to consider the expediency of following the example of their Blaina fellow workmen.

It is my intention to visit the Nantyglo and Blaina district to morrow, when I hone it will be my pleasure to find that the good resolution of xjiauia workmen nas oeen csmea into eaecc It is important to remember that this action has occurred in defiance of (the and if the works can be startoJ, not withstanding the resistanco of the pro Strike party, the moral victory of the Company will probably bo of greater consequence to them than the material advantages derived from the resumption of work. At the Carnarvon Ironworks, in the south west pajt of Glamorganshire, the iroo workers have, at general meeting, assented to the proposal which Mr. Slentlaus offered at Dowlais, but the Colliers hare not yet concurred in that course but, should they choose still to remain out, it is stated that the Company will endeavour to conquer tho fuel difficulty by procuring supplies of coal from other coUieriee than their own. This morning Sir BowlandStephenson waited upon Mr. Meuelaus, with, whom ho had a long'conferenee, and went into the whole question carefully.

The result sufficed to satisfy Sir Rowland that there was nothing to be gained by a personal call upon the proprietors and managers of the other works, as the masters had laid down the terms, and the only terms, upon which they would re open the works, and they would not depart from their decision. Ho deemed it advisable not to keep the workmen in suspense a moment) longer than was necessary and to convene another meeting that evening, which was held at the hall, and attended by about 2,000 persons. Mr. Thomas Williams presided, and called upon Sir K. if.

Stephenson to; state the result of this labours. Sir Rowland' Stephenson said, It is. due to you that needless delay and suspense should be avoided, for which reason you are again called together to night as ,1 am now prepared to inform you of the' result of my endeavours to carry out your wishes, as expressed in the resolution unanimously passed yesterday! Without occupying time with unnecessary "Say state that I nave ascertained beyond doubt that the question is finally decided that tho conditions for resuming active operations at the. Works generally are fixed and unalterable. They are that if work is resumed next Monday, the 3d of March, on the 10 per cent.

reduction will cease at the net of the month and the previous rate be restored. Ko delay or further discussion will avail to modify or alter theso conditions; and when it is remembered fur how brief a period the reduction will last, it is a subject for grave, consideration; whether it is wise or prudent to defer acceptance. There is no doubt a disposition on the part of the masters to meet the men on any reasonable terms, and it is only to be regretted that, as regards the men themselves, the bid relations between the parties have been so much changed. But they may be, and it is to be hoped will be; restored that these interruptions, disputes, and discus sions will clear the atmosphere, and no need aaln exist for their recurrence. There are mutual duties and obligations, as well as rights, which all parties are bound to observe.

It is, however, needless tto waste time, and, weighing all these circumstances, my most earnest advice, in the men's own best interests, is, that it should at once be decided, to go in to work on Monday on the terms mentioned and they may rest assured that they will iinuhereaiter that they hare no reason to regret bavins renewed confidence in the masters which affords after all the best security, fur the interests of the men being consulted and cared for. tiir Rowland was cordially recei ved, bat his advice did uot elicit any marks of approbation, and when it was expressed in Welsh by the Chairman there was a general expression of uiaseot from his riew of the position. Tiie Chairman, who is the proprietor of a small ironworks near Llandaff, addressed the meeting at some length upon the general question, in the course of which he stated that the ironmasters had unquestionably a number of orders at very tow rates upon their books which still remained to be worked off, and upon those, orders they would, probably hare to bear a considerable loss but in the present condition of the market, and with tho prospect before it, he thought they' could afford to give the 10 per' cent, back at once. The question, however, had passed beyond, the phase of a dis pate over "a price and was now a question of principle, in wmca it was, nej I eared, altogether hopeless to expect the submission of the masters. That being the.

case, he put it to them as working mm, with common sense to guide them in their actum, whether it would not be the wisest course to bring the unfortunate struggle to an end by returning to work. The sacrifice which they would be called upon to make would bo trifun? 'compared with the loss which they would sustain by standing out longer. lie Asked them to be magnanimous, and to have some consideration for those who were suffering as severely as they were themselves, though in no way parties to the dispute. He asked them seriously to consider whether it would not be to their best interest to accept the masters' terms and return to work upon them without any further Iocs of time. The immediate answer which the chairman received was a proposal by a workman that they should resolve to return to work on Monday morning upon the terms at which they left off in December, and upon no other.

The Chairman good humouredly suggested, that they could, no doubt, pass such a resolution as that proposed but it occurred to him that if they were assembled with the intention of doing something in earnest towards the settlement it would be worse than useless to pass a resolution so utterly impracticable under the circiimiuncbs as that which had been proposed. A question was then asked as to whether the terms which had been meatioftfid by Sir Rowland Stephensoa applied to the the last proposal which had been made by the manager of those works was for the reduction to terminate on the ISA. of, Itfarek. If the period had now been extended to the end of the month, the manager bad withdrawn 'from that Sir BawlsM believed the terms whiak he kad stated wotdd apply to all tlie works. The company sifht hare retrofpaded from the petition of Sateirday lstf and nk fear was that leagar tfce rwiainW oat, thajprniw was tsaa.tWraKaWiiisrfAf the term betac sm further re ceded from.

Ofi seaW bad frankly expressed kia Misjta.il' 'Mmaffck bo so. lie could not undcrtako to decide that point, but most people knew that there were periods Hi Hie when it was not politic to cut off one's nose to spite one's neighbour. Hi own conviction, after the inquiries which he had made, was that the further they postponed tho day of Mttlement, tho worse the conditions would ultimately be. His earnest advice was that tlwy should accept the present offer and fco to work ou Monday. The workman who had put this question to Sir Rowland rose again and suested that, instead of standing out upon the question of a 10 per cotit.

advance, they should accept the company oner ot last, and when ther were in receipt of the old rate give notice for an advance upon that rate. He appealed to the colliers to have some consideration (or the ironworkers, and to bear in mind that for every collier who stood out there were seveu ironworkers who had no resources to sustain them, and many of whoie families were reduced to the condition' of slow starvation. If they had any humanity in their nature, they would not Permit such a deplorable state of things to exist while the remedy was in their own hands. A collier then took up the with the same spirit of cxcluriveness that has. characterized this class throughout the that the ironworkers should have no voice in the decision of the Question before that uieetimr.

and this view was supported by other colliers, which called up other ironworkers, who asserted their right to a voice in the decision uf tho question. Various resolutions were proposed, but no one stood up to make a direct answer to the advice tendered by Sir Rowland, and ultimately it was decided that the question of accepting his counsel should be referred to separate meetings of colliers and ironworkers to be held to morrow. of thanks was then accorded to Sir Rowland Stephenson for his benevolent effort to reconcile the contending parties, and as he acknowledged it lie was greeted, as on the previous evening, with repeated cheers.
