"We commend these conservatives for their committment to their constituents. It is not always easy to be a conservative in. the thoroughly liberal environment of Washington. "They voted against the creation of yet another needless bureaucratic institution, the Department of Education. This vote was important.

It was another example of the expanding bureaucracy in Washington. It symbolizes the government's desire to control our lives, in this case the education of our children. "These congressmen also voted to balance our federal budget. They voted for increased defense spending. They voted against the giveaway of our Panama Canal." Stahlman emphasized that CALL is an "educational" organization and devotes most of its efforts to voting-record-awareness projectsaiid-ia-alexting, American citizens of pend- ing legislation in Congress.

"We simply want to make sure the average American citizen is aware of how his or her representatives are voting in Washington on crucial issues," Stahlman said. "How many citizens really know how their congress- man or senators voted on issues that are important to them? Most of these officials hide behind rhetoric and promises. We aim to cut through that rhetoric and let the record speak for itself." "Right down the line, Metzenbaum, Hall, Seiberling and Stokes have supported more taxes and less defense. They have voted for more government regulation of families, more regulation of individuals, more regulation of business. The whole country is being strangled to death by regulations and these four want more. "The people of Ohio do not want higher taxes. They do not want a weaker national, defense.

They do not want the government's hand in everything they do. Yet that's what Metzenbaum, Hall, Seiberling and Stokes continue to vote for." Stahlman outlined the votes on which the Congress was rated. "These ultra-liberals voted to establish a new bureaucratic Department of Education. What can a federal department do for education state and local school boards have not already done well? Their vote for that department merely translates into higher taxes' and more government control over what our children learn. "When it comes to the issue of taxes, these four have consistently voted for jnore.

For instance, each voted for the so-called "windfall profits" tax. This is not a tax at all on the big oil companies. The so-called "Tax" is passed on to the consumer, in the form of higher prices for gasoline. In the long run. everytime the government passes a new tax, the taxpaying consumers are the ones who have to bear the burden.

"In addition, these four liberals voted to cancel important weapons for our military arsenal. And they voted to give away our Panama Canal which was against our interest in preserving peace and stability in Central America." While blasting the liberals for their "antiquated" policies, Stahlman had nothing but praise for Reps. Brown, Kindness, Devine and Ashbrook. "Congressmen Brown, Kindness, Devine and Ashbrook have done an exceptional job of representing their constituents, she said. "They have supported legislation that offers solutions to the problems created by the liberals in Congress, like U.S.

Senator Howard Metzenbaum of Ohio was among four members of the state's congressional delegation receiving a zero percent rating from a nationwide citizens action organization, for the First Session of the 96th Congress. The group, Conservatives Against Liberal Legislation (CALL), also rated with zero scores U.S. Representatives Tony Hall (3rd John Seiberling (14th Dist.) and Louis Stokes (21st Dist.) in a six-page rating analysis called The CALL Scoreboard. The Scoreboard rates each of the 535 members 'of the U.S. Congress on votes covering the economy, defense, government regulations and social issues.

In contrast to the four members scoring zero percent, four Representatives scored 100 percent. They are: Representatives Clarence Brown (7th Tom Kindness (8th Samuel Devine'1l2th4Dist. and John Ashbrook (17th "The zero percent ratings of Metzenbaum and the three congressmen represent their anti-taxpayer, anti-defense, anti-family votes in Congress, said CALL Chairman Rhonda Stahlman. "They are simply out of touch with the needs of their constituents," said Stahlman. "The antiquated solutions offered by these four are the products of static thinking.

Their solutions will only make our country weaker in terms of pur economy, our inter- LEGAL NOTICES NOTICE OF APPOINTMENT FIDUCIARY "On October 30, 1980, in the Union County Probate Court, Case No. 80-P-191-A, George H.
