Member of Audit Bureau of Circulation. Laotian Grip of VIENTIANE, Laos (P- About one-third of the battered neautralist army, surrounded by Communist forces near the Plaine Des Jarres, was locked in battle yesterday in an allout effort to break out of the trap. The defense ministry said 1,500 neutralist and 23 tanks, routed from stronghold troops, at Muong Kheung on the northwestern fringe of the strategic plaine, had been trying in vain since Sunday night to make a breakthrough.

Military sources said reports from the battle zone, 110 miles northeast of Vientiane, indicated it was the heaviest fighting since the Pathet Lao Reds launched their offensive from the plaine 10 days ago and threw the neutralists into retreat. Heavily Outnumbered With the trapped! neutralist armored units outnumbered about 2 to 1 by Communist forces, it was feared they would be wiped out unless they could break out and reach the positions of a neutralist battalion at Soui, nine miles west of Muong Kheung, the fallen headquarters of neutralist armor. A defense ministry communique gave no details of how many men were killed in the fall of Muong Kheung Sunday or in the Communist trap four miles to the west, but it said the neutralists "inflicted heavy casualties on the rebels." Strategic Position The communique said Muong Kheung was lost after a bitter 12-hour battle. It was believed to have been the closest neutralist position to the Plaine Des Jarres, a barren plateau of strategic value because it is the crossroads of highways through North-Central Laos. The defense ministry said the neutralist tank units were surrounded by one battalion of Pathet Lao and three battalions of North Vietnamese soldiers, about 2,500 men in all.
