We htvre tlmdr nude each comment! upon It rnigkt be expected from contemporary criticc, lu cWictcr we Ievo to hbtoriaas to describe. Oar attention now drawn to the annual list of its di'Ision, aa exhibiting the number of the topic it hat discoMcd, and the temper in which it has ducussed them. The division list of this year certainly presents a contrast to that of the last. Unlike its predecessor, it docs not expose the results of continued LmenuintnU and motions for adjournment the eye does not glide over a long array of ditto. ditto, ditto, under half a dozen subjects; it has no Irish Arms Bill, no Chelsea Pensioners Bill, no Registration of Voters BilL Out of 167 divisions, 21 were on the Poor Law Amendment Bill, 14 on the Factories, and 1) on the Courts Bill with the exception of these, no one question has been debated with much difference of opinion and at great length.

The state of Ireland served as the conductor of many long, and some brilliant speeches, through a scries of nights but it can hardly be said to have produced political debate, (., a discussion of certain political remedies, an it led to. only one division. The Factories and Sugar Duties wcro questions rife of divisions and theso not always in a Parliamentary sense. The Post office disclosures kindled some animation in the house, but could only produce three divisions. On the whole, then, it would appear, that the hou.ee is better disciplined this than it was tbe last, year; that the Minister has individual members in hand better than ho had or perhaps the majority of the Commons, like the older and tiettcr trained hounds in a pick, difcourag; the illegitimate yelpings of ambitious volunteers.

And for this wo are not altogether sorry. We should in deed regret to see the power of a Minister or the tyranny of a majority procood so far as to stifle all expression of individual opinion in an assembly dedicated to the conflicts of opinion yet, when we remember the successful efforts formerly mado by presumptuous garrulity to get up talkinjs for de bates could hardly lo called, having in them nothing real, nothing tangible, nothing practicable on some pet topic, and to consume hour after hour in a fruitless expenditure of inanimate phrase ology, when we think of the time lost, and the patience worried, by these intrepid harangues to the daily newspapers, we do less regret that rigor ous discipline which whether exercised by members or Ministers curtail the verbiage of the loquaci ous, and the penance of the enduring. No evil could be greater in a practical view of the subject than a bouso of legislation composed principally of talkers; there could not be conceived a more potent distinction to the enactment of useful laws, or to tha regular discharge of publio business, than the toleration (where toleration would amount to encouragement) of incessant oratory, which would inspire men with a vague desire of attacking without even, the least wish to defeat and of suggesting without any anxiety to persuade I and which would be as fatal to the growth of true eloquence as to tho progress cf wholesome legis lation. But we think that there is another evil quits as great as this, and quite as earnestly to le" deprecated as this. If the public timo is lost by tho immoderate license of senatorial oratory, we think that something ruore important may be lost by its strict prohibition.

If the public time is consumed by the impertinent prolixity, public honour may be compromised by the constrained silenco of its. representatives. Garrulity is a nuisance but seroility a curse. And, however desirable it may be, pccially in that aoibiguou3 season which succeeds periods of popular turmoil or national agitation, that the mechanism of Government should be cluggedas little as possible, and that 'no external interference should mar the proportions cf its parts or the efficiency of their combination; yet it is as much to be desired that no Post office nnderlingi give of tho high End genteel prying of their masters. Sir Jambs Obahak will now see the letter carrier tip him tha wink as he passes, and announce his initiation into the fashionable mystery.

A brotherhood in the tame craft has a very equalising, levelling tendency; and we have no doubt the new adepts at the game of peep think themselves very clever fellows, and aim at giving that stattesmanlike and Home Secretary character to the lower department of the Post office which has been so conspicuous in the higher. They make a BUirs of it, we have no doubt and my Lords of the Treasury and the Chancellor of the Exchequer, and tho Secretaries of State of the letter carrying sphere, bandy jokee and compliments upon their respective pieces of political intelli gence respecting Running Rein and tho favourites at TattkrsallY. Low life will imitate fashion. The coachman acts my Lord Dock, and the groom Sir John, and tho footman Sir Joan's brother; they give themselves airs, swear, and talk big and the housemaids personify Lady Mart and Lady Fans and uriuce ithout their aspirates. This Post office dis closure is a natural piece of imitation and the refinement uf prying and peering, and softening the seal, and all th agreeable little stratagems, are the humble port and imperial tokay of these new class cf letter carrier diplomatists.

This is an unfortunate piece of business, we must say, to Sir Jamem Oka tun. lie will feel himself rather in the situation of that fine gentleman who was persecuted in every place he went by an exact likeness of himself in the shape of a barber's apprentice. The unfortunate, dandy could not get away from this disagreeable counterpart. If he darted off by tho first coach to the first town that came into his head, then tho next morning, as sure as fate, appeared at hb heels the barber's apprentice, with exactly the same cat of coat, tie of cravat, loot, swagger, and case. The whole barber fraternity who met him refused to be cheatedout of the evidence of their senses, and shook hands with him furiously.

Vain were all his protestations it was no use denying it'; he was a barber, and the pride of the profession ho must receive their embraces. Sir J. Grauam now shines as the tip top mah of the new raoe of letter car riers, the pride and ornament of profession, looked up to as a model, the head of the guild aad fraternity of ecalbrcakerp, peepers, and pryers. We hope he will not be stiff and haughty to his new friends. At the time of our going to press our ordinary French express had not arrived.

iuv fc99 Ministerial or Oppoeition opinions. We beg to aad a description of it more' in detail thin has yet lieen given, we refer our readers to several letters from eye witnesses of the action, which appear elsewhere. Our correspondents write from the scene of war, and the sound of guns and smell of powder has warmed them into some hearty John Bill sentiments with respect to the expediency of a war with France. We do hot exactly participate in this belligerent view, do not feel any warlike excitement in consequence of the cannonading at Tangier But the naval criticisms of our correspondent deserve attention. The Prince ob Joisville lias had a formidable arena on which to display his naval talents for the first time; British vessels were near enough all the while to watch the proceedings, and, of course, had on board a number of nautical critics, who, as Englishmen, were not too" much disposed to see skill or perfection in trench gunnery, or the Prince's admiralnhip.

And whether the latter was nervous lfore such formidable judges, or anything else was the cause, it would certainly appear that not much effect was produced by the French fire upon the fortifications. Only one gun in the main battery was dismounted, and the loss of lives on shore did not exceed seven or eight. The Moorish garrison behaved well, stood to their gun. behind their crumbling fortifications, to the last moment, so as tA win the praises even of the Prince. The Moorish General distinguished himself by his promptness and spirit.

The Prince is much criticised for having "taken lu3 position for attack so leisurely," although the Moors were at the very time at their guns. Tbe French ships were for a considerable time ia a raking position, and had the enemy opened fire, they must have suffered greatly. And the French display of gunnery throughout was not such as to give satisfaction to the Knglish critics who were on thc.sjiot or rather, we should eay, it gave them considerable satisfaction. The whole affair, to use our correspondent's words, showed the vast dispa rity in every branch of naval, efficiency between ourselves and the French, tain Morri on board of the Trident, which ship he hat now command oi on the bdinourga and London station. The Rotal Arskxal, Woolwich.
