In their letter, Goss and Schiff said, "We know of no reason now, nor do we foresee any indie normal course of events in the future, why Newt Gingrich would be ineligible to serve as speaker," ruling out a censure. Lotkin, who was the ethics committee's chief counsel while Dixon was chairman, said, "Historically, I am unaware of any instance, particularly in the case involving Speaker Wright, in which any member of the committee made any public statements regarding an evaluation of the evidence or a prediction of the possible outcome of the process." Lotkin said it was "more than curious" that Goss and Schiff communicated with DeLay, "because of De-Lay's status as Republican whip and one of the key defenders of the speaker." "It is reasonable to conclude that the communication represents a informed fellow Republicans by letter that they would vote Gingrich. The two men, who are the Republicans most familiar with the ethics investigation of Gingrich, wrote that they saw nothing in the evidence that would warrant a censure a punishment that would cost the GOP leader his high office under House Republican rules. The letter was distributed by House Majority Whip Tom Delay, who is part of a massive GOP leadership effort to save shore up support for Gin-grich among rank-and-file Republicans.

Also Tuesday, Rep. Bob Inglis, joined a group of at least 13 Republicans who expressed uncertainty about Gingrich's re-election. GOP Rep. Michael Forbes has said he opposes Gingrich, "The more troubling question is how the speaker came to mislead the committee about these allegations," Inglis said. "At this point I am seeking more information about that, and I'm looking forward to hearing more from Newt It's a troubling matter." Gingrich will address Inglis and his GOP colleagues Monday night at a caucus bf all House Republicans.

WASHINGTON (AP) A former Democratic chairman of the House ethics committee says he can't recall members of the ethics panel ever publicly opposing censure for a colleague before deliberating on a punishment, as two Republicans are doing with Speaker Newt Gingrich. "It's my recollection during my tenure that members were exceptionally cautious on making public utterances on issues pending before them," added Dixon, chaired the committee when it charged then-Speaker Jim Wright with ethical wrongdoing. His former chief counsel, Ralph Lotkin, agreed.

When Pahnke looked into his own Stasi files in 1991, he was stunned to discover that half of the 18 informants spying on him were teen-agers he had counseled at his East Berlin church.

The Stasi files were opened to the general public in 1992. Since then, 1 .2 million Germans have applied to examine their files, and about 800,000 have done so. Ulrike Poppe, a former dissident, said the book is a reminder of the cruelty of the East German commun ist system. "I see a strong trend now, the growing idea among people from (East Germany) who want to believe that it -was a friendly country, bound by solidarity, and simply don't want to see how cold and brutal the methods of the dictatorship really were," she said. Cornelia Bull, a spokeswoman for the federal commission for Stasi archives, said the spying was similar to that done by the Nazis, who encouraged children to spy on their families.

But she said the comparison can be taken only so far unlike in the Nazi era, where being caught by the Gestapo usually meant a concentration camp or worse, those who didn't toe the line in East Germany were more likely to lose a job or promotion or be denied permission for a trip. "Damaged Souls" deals mainly with the psychological effects on the young spies. The authors interviewed young ex-spies and examined Stasi files. Full names of those interviewed aren't revealed because they were minors when they collaborated. Most often, Stasi agents targeted youths who got into trouble with the authorities, offering them a way out if they cooperated.
