Sir, The paragraphs in regard to the Metropolitan Tire Brigade whieh hare appeared in your column convey an exaggerated, idea of the change whieh have recently occurred, and tend to create in the public mind a feeling of uneasiness a to the present condi tien and organisation of the brigade, whieh certainly the facta do not warrant. The only resignations of officers which have beeu sent In amce Captain chaw intimated his intention to resign are three one of the five superintendent and two of the 65 engineers. There is nothing unusual in these resignations, all the torn having served sufficiently long to claim their full pensions on retire ment. It is not to be expected that, when men have earned and are entitled to their pensions, they will continue in the service and not claim them. I am Informed that Superintendent Port's health during the past year haa not been good, asd that may be an additional reason for retirement.

The organisation of the brigade is such that there is no difficulty whatever in filling up efficiently these vacancies a they arise. It not the eaae that there have been constant changing and ahif tings of the leading officer, nor have four superintendents resigned in the period during' whieh the London County Council haa held office," aa stated in your yesterday's issue. The first of the four referred to sent in resignation just before the extinction of the Metropolitan Board of Works another did so after an interval of about year, in February, 1890 the third in April last the fourth being Superintendent Fort, already referred to. The resignation of Captain Shaw could have no poaaible bearing on tho retirement of three of theae officers. It is no disadvantage, bat rather the reverse, that changes ahonld occasionally occur in the highei ranks.

They create promotion in the service and give encouragement to the men. The Council a few weeks since altered the term of aerviee after whieh men could retire on fall pension from 30 to 28 yean ao was it is to oe expectea inat advantage will be taken of the change by men who cave completed the latter term. With regard to the chief officer. Captain Bhaw bas readily and kindly acceded to the request of the Fire Brigade Committee to continue in his office till the end: of October, and longer if required. i am, sir, yours truly, ALTKED H.

HAGGIS. London Comity Council, Spring gardens, 8.W., July 31, TO THE EDITOR OF THE TIMES. Sir, In Tk Timet of yesterday jou axe good enough to refer to me in the following terms We have no expectation that Captain haw's letter, straight aa it goes to the mark, will teach persons like Mr. Benn the error of their ways." It is carious that you should have fallen into the aame error aa theStaaddroi in picking me out aa the gallant captain's Hit nolrt, for I have never spoken to him in my life, nor have I aerved on his committee, nor meddled with any matters which came under his control. Whatever may be my shortcomings, I cannot therefore be included among those existing conditions and terms to which Captain Shaw refers in his letter.

My action in this business wa as follows. When he had delibe rately resigned and further informed a sub committee that his decision waa final, I ventured to urge, purely for administrative reasons, that Council, mnch abused aa it is, wa not called npon to grovel in the way suggested by Mr. Fardell. Io the course of my remark I wa second to none in recognizing Captain Shaw's splendid work for London. As reported in the Standard, I said that bis services were worthy of all praise." While objecting to be classed as a torment to Captain Shaw, I may say that I shall at any time be flattered by being associated with those politicians whom you describe aa masquerading in the garb of the revolutionary 'municipals of Paris," or.

as yon pat it in a previous attack upon the "Pro rreasists," the ragged regiment of metropolitan Separatists." Perhaps Greater London may be represented in the next Council by a majority aa 'amble. as 'Uriah himself, and then, may be. Captain Shaw will return to the reins whieh he has nanaiea ao wen, ana rut nmti win begin to bless, rather than persistently corse, the greatest, though the youngest, of our municipal inititntions. Your obedient servant, J. WILLIAMS BENN, L.C.C.
