Wilson said the baby had been dead about one and one-half hours when he was found. Russia Keeps 200,000 German Prisoners, British Note Says LONDON (U.P.) Great charged today that Russia still held 200.000 German prisoners of war.

In a note delivered to Moscow the British said that Russia "on at least six occasions" agreed to release all German prisoners by the end of -last sellowever. "a number of prisoners totaling at the very least 200.000 have been retained in the Soviet Union," the note said. It challenged the Soviets to permit inspection by an international organization. Britain denied Russian charges that Britain is holding Germans against their will. The only Germans now under British control have as voluntary workers, the note said.

France delivered a similar note to Russia today. "Under these circumstances," the British said. "His Majesty's government proses to the Soviet government that an agreed national body' should be invited freely to carry eat an inspection of the conditions under which German volunteer workers are living and working in the United Kingdom and in the Middle East, provided that this body shall also be allowed free access to the Soviet Union to carry out similar investigations into the conditions under which German prisoners of war are held there." The note replied to a Soriet, note of January 25, which assured ain that all German prisoners would be released by the end of this year. Witness Complains, but Refuses to Go Outside Millard F.
