"I'm proud to see you've done this on the local level." (The Manatee channel is being dredged with funds the local government has raised through bond anticipatory notes, rather than with federal funds.) CRAMER INVITED the Manatee port developers to call on him for assistance in the future when the time ar rives when federal aid is necessary to maintain the Port Manatee channel. Congressman Jim Haley, of the Manatee district, attended a luncheon at the port but was called away before Cramer arrived to speak. McClure, who has served as chairman of the port authority through difficult years, told the crowd the project is "the culmination of 12 years work." "THE PORT authority has overcome obstacles, obstruc-tions, delays, irritations we've been annoyed but it fi-nally has materialized," he said. As the port develops, and leases begin to pay money to the port authority, Manatee plans to sell $8.5 million worth of bonds to pay off the notes and to develop other phases of the port business. Arthur J. Hanes the Birmingham, mayor who is Ray's chief counsel, said he was denied permission to interview Charles Quitman Stephens, a man viewed as a key witness in the case. DTEPHENS SAID he saw a man run from the washroom of a rooming house from which police say the shot that killed King was fired. Stephens was first held in involuntary protective custody, then was ordered held under $10,000 bond as a mate rial witness. All the visits were in the last three weeks, and some of the leaders came twice. The first visit was by the Soviet politburo at the end of last month, when it was decided the Kremlin would permit the Czechs to continue on their path of democracy and reform. THE SOVIET decision was ratified by the Moscow-aligned nations at a six-party meeting in Bratislava three days later.

Next, President Tito of Yugoslavia paid a visit to receive the thanks of the Czechs for his support against the Soviets. Earlier this week Walter Ul-bricht of East Germany, the Czechs' harshest critic, spent a day in Karlovy Vary with Dubcek and his followers. Outcome of all the talks has been a victory for Dubcek in his insistence that Czechoslovakia be permitted to follow its own path toward communism without outside interference. ANOTHER has been the finding of a favorable economic position for the Czechs in between the Soviet-aligned nations and the rebellious Romanians and Yugoslavs. Czech sources said Dubcek and Ceausescu probably would come to an understanding on economic cooperation that would permit the Czechs to send heavy machinery to Romania in exchange for badly needed agricultural products.

A similar deal was worked out with Tito under which the Czechs would provide heavy equipment to the Yugoslavs and Tito would send some of his surplus labor to Czechoslovakia to help in the lagging construction industry. There were also indications that trade agreements with the East Germans were concluded in Karlovy Vary. jm, Tampa's Only Member National Selected Morticians I fjipr A RECOGNITION OF ODTSTANDINO SERVICE AMD RESPONSIBILITY Over 51 Years Unwavering adherence to the highest professional standards Presenting each day that accomplished reputation you can lean upon with confidence. But, possibly to avoid diplomatic fuss, the tanks moved no closer than 100 yards to the water. AN ARMADA of U.S. dive-bombers and clattering helicopter gunships swarmed over the decimated North Vietnamese unit fleeing the tank drive. Spokesmen listed South Vietnamese casualties at four killed and 50 wounded in the 7l-hour fight. U.S.

losses were not given, but one U.S. Marine tank was destroyed by a Communist antitank rocket. Several of the armored personnel carriers got bogged down in the flat, sandy terrain and had to be towed to solid ground, the announcement said. The battle raged as U.S. Secretary of Defense Clark Clifford told a news conference in Washington the Communists are regrouping and States a significant jump ahead in the nuclear arms race.

The stubby, 34-foot Poseidon performed the first stages of its initial flight with apparent precision. It darted skyward atop a geyser-like column of smoke that glowed in a brilliant rainbow of colors as the rising sun caught it in the upper atmosphere. About two minutes after blastoff, the rocket's first stage burned out and its second stage took over, creating the effect of a giant blue and white bullseye high in space. The Minuteman 3 currently is scheduled to carry packages of three hydrogen bombs and the Poseidon up to 10 smaller nuclear explosives. Each MIRV system also will carry decoys and other devices to confuse enemy defenses.

SOUTH VIETNAM'S president, Nguyen Van Thieu, said the offensive could begin "very soon." American pilots, slashing at North Vietnam's panhandle supply lines to cut off the threat, flew 117 northern missions Thursday. Hanoi claimed its antiaircraft system downed one plane. The U.S. command announced no losses. Thieu, in a speech at the northern Allied war base at Da Nang, urged the.

United States not to stop the bombing of North Vietnam's panhandle invasion supply lines. The three U.S. Marine battles raged on familiar battlefields. In the biggest one, Leathernecks trapped as many as 600 North Vietnamese in high elephant grass a few hundred yards south of the demilitarized zone above Camp Carroll, U.S. artillery base.
