By JAMES BACON HOLLYWOOD (JT) A movie producer once remarked that if he had a girl with the beauty of a Liz Taylor and the figure of a Betty Grable, he could make her the biggest star in Hollywood even if she couldn't act her way out of a paper bag. "But," he added sadly, "where are you ever going to find such a girl?" Universal-International says it has found such a gem. She is Andra Martin, a brunette Swede from Rockford, 111., who already can act her way out of a paper bag. In fact, she can act up a storm. So beautiful that she momentarily stuns you when you first see her, Andra is a protege of Lee Strasberg, head of New York's famed actor's studio.

"She's an acting natural," Strasberg was quoted. "All she has to do to become a major star is to make up her mind that that is what she wants to be." STRASBERG recommended Andra to Josh Logan as a possibility for Marlon Brando's Japanese sweetheart in Sayonara. She was tested, while still a drama student, however the part went to a young Nisei girl. But the Warner front office was impressed and brought Andra out here to test for Marjorie Morningstar. It was a hopeless trip from the start because the trade already knew that Natalie Wood virtually had the part.

U-I, admitting dog-eat-dog tactics, moved in while the other studios were making up their minds and practically stole the newcomer from right under their noses. That was only a few weeks ago. U-I immediately cast Andra as the second lead opposite Lana Turner and Jeff Chandler in The Lady Takes a Flyer, at the time the biggest picture on the lot. Without a chance to catch her breath, she currently is starred in The Big Beat, a musical tailored for teen-agers, who make up a big part of today's theater-going public. Besides all the aforementioned assets, Andra possesses the most interesting eyes since Audrey Hepburn; the personality of a Doris Day and the brain of a Katharine Hepburn. Once you meet her, vou wonder how it took Hollywood three years to discover her. She was just as beautiful at 18 as she is at 21. She decided she wanted be an actress even while living on her parents' farm near Rockford. After graduation from high school, she went to Northwestern University, majoring in drama and speech.

During a Summer vacation she went to New York to see Strasberg. He signed her for personal instruction on the spot. On her vacations from Strasberg's theories, she methodically implemented the classroom instruction with practical work onstage at the Eagle's Mere, Summer Playhouse. It was good experience with professional actors. "I wanted the tools of my trade before I tried for the big time," she says.

PROBABLY THE surest tip-off to Andra's potential is that one of the biggest talent agencies signed her while she was still a drama student. But as one executive of her agency points out: "We signed her for two reasons. First, we saw her. Even agents aren't blind. Second, she was a personal student of Strasberg's.

He doesn't fool with no-talents." The executive also explains why she signed with U-I. "A number of studios wanted her but all they could offer was plans for the future. U-I offered a good part with the script already written." Andra is keeping her head surprisingly well considering the jet pace her career has taken. "Everything happened so quickly to me, it still seems implausible," she exclaims. "A few weeks ago I was a drama student, occasionally doing a few television commercials.
