1. thought many members shared his disappointment that proposals with regard to increased taxation were in the air. Assuming the war ran for a year they would have WI expenditure' of 1138 millions a. estimated by the ate Chancellor of the Exchequer and to meet that we were only raising by taxation something like 267 millions. They were now practically staked to give a blank cheque to the Government for an unlimited loan.

One was appalled at the proposal. Why should It he necessary to give any rights to existing onsol holders and the holder of the old oan They earn. into the field with their ej open. The right hon. gentleman said that we had a duty to perform to our creditors but.

had we not also a duty to perform to the taxpayer and did not the taxpayer look to the Government of the day to finance their loan with as small a charge to the tax payer a. they could in the rmergincy and having regard to the state of the money market Yet. the rllht hon. gentleman proposed that they should give lira the. powers and that they should be extended after the loan won placed.

It was the moat astounding roposal coming from any responsible Government that the mind of man could conceive. Germany in its most fatnoos moment never made such a' proposal. Laughter. It was the most monstrous proposal ever put before any body of sensible men. they played ducks and drs2j' with British it and gave the Government unlimited power.

to itwue rili and to convert existing loans did the right hon. gentleman not think and did the Government not now that they were preciating. all other Minting nerunth lie hoped the Party would appreciate what the Government were anklng taut ho did not see many of them there. Mr. CHOOKB.

Oh yes there Home of Um are on the front bench a remark greeted with laughter. Thy were simply laying up a terrible position of mUerv in the future particularly for the working cU Mr. MONTAGE stated in reply to An inquiry that the system of voehcn woulo1 he rnttIniini sfter wit Dicemler hut that the conditions bid down would not necessarily ho the same as those now proposed. THE CHANCELLORS REPLY The CHANCELLOR of the KXCI1QrEP. to hi.

reply. said his proposals had been criticized on the ground that the terms offered wen too generous. A. to the conditions on which 610 millions I of money could be raised all the most experienced financial advisers he had consulted were unable to speak positively. We had no experience to guide us as to the terms on which we could raise th gigantic sums.

All we know was that it must he on seine better terms than per cent. because ho existing investor could get 4t per cent on old War Loan sod have his money ht at pr in years. The ordinary investor wonld not therefore be tempted to take new stwk at. 1 than 41 per rent. or oven at 41 per rent.

it ho could only get his money back in 30 years. It was not for him to Pmphasi. what we gained by conversion. but there was some join to the State by the conversion of Consols in wiping off third of the capital mount of tie liability. It was true the State was under no liability ever to repay the capital but sooner or later they would have to ml a sinking fund to buy these Console in the open market sod they would be likely to have to pay In the long run as moth as 3.

As to the old War Loan. 4 per cent stock was converted to 4k per cent. stock. hut a longer time was taken for repayment. That again was an advantage to the State.

But he thought it right to offer conversion terms. In spite of the pi. that a bargain was a bargain. he remembered that the man who made it did no when the State needed it. In treating him thirty now the Government would be.

much more likely to get the money it wanted than if it give him the go-by and left him to lament his Nun or GOOD True. The Government had been described as having entered Into WI unprofitable covenant. Tlw Govern ment wanted to aloe money. They did oat want people to sit looking to their mr and say they would wt for hotter terms later. That one of the most dltllcrn1t obstacles the Government had to face In getting money.

The CHANCELLOR of the EXCHEQUER thru brought in the War Loan Bill. and it was read a first i time amid cheers to-morrow being named inc the second readin ENLISTMENT OF MARRIED MEN. On the motion for the second reading of the Consolidated und So. 3) Bill. Mr.

1. F. MASON raised the question of the proportion of married men who were being enlisted in the Army. Thoee who steadily advocated a form of notional service by which they meant the employ. merit of all bodied men in some way useful to the State when they touched on the military aspect of compulsion were met by the argument that recruiting was quite satisfactory.

That might be but what men were they recruiting and how far were they using compulsion to take the wrung roan Some time ago what was called a Parliamentary canvass inquired of men throughout the country whether they were willing. In I cue of emergency. to serve their country in a military capacity. A rood many men between the age of 38 and 40 end therefore at that time not of mllilary age. probably accepted that liability.

Many of these men were now of military oar and were now being railed upon to join the ranks of the Army. lie submitted that no sufficient emergency had arisen which entitled the authorities to call up these men so long II there were some millions of young unmarried men kicking their heels throughout the country wbo had not come forward to do their share of duty. These married men were being called up un the strength of their reply to the eWlv. in a wily which mode them think they were compelled to go. He agreed that.

morally. there was a compulsion i on men who signed that undertaking but so long as there were Wit numbers of single men available no real emergency had arisen. Again. there was extravagance in increasing the number of married men in the Army. The difference between the married and single probably meant a pound a man extra.

The extra co of the war would be quite material owing to the fact that we had such I large proportion of married men in the ranks. The depletion of the married men of the country must also. hove a very serious economic and moral effect on our national life and the indiscriminate taking of the heads of families had already done Irreparable harm harm which might hove teen avoided by a heSter hystem. lie appealed to the Government- to reconsider the position and in future take steps to the unmarried men who remained. The first thing that WM needed with this object was a national inventory of our personnel.

When the numbers and classiflcsiion were known it would he possible to place the younger and stronger men in the Army. and to retain in this country many 11 the older and married men who were better fitted or producing munitions and for transport work than If service in the Held. One of the most incongruous instance of the employment of a man otherwise than in the bet msnncr which would occur to hon. mem. bers was the e.

of the former Chief Whip of the' Unionist Party in this House. It would be generally admitt that Lord Crawford had considerable organizing power. and that he could be more useful to the notion in many ways in ronnelion with the war than by serving nO a private in the RAMC at the front. admired Lord Crawford for having under. taken such service voluntarily and from patriotic mottoes hut compulsion was needed to bring his' i lrwdhip hock and put him to some more useful work.

There wrti hundreds and probably thousand of instances of skilled men who would be more useful if they were brought back to this country nud employed in producing munitions than they were In the fighting line. If pa the nry became so acute that every men would have to be token to fight for his country the machinery which he suggested should net up would be needed and as the work of preparing the register would occupy time the task should be undertaken without delay. lie believed that great deal of harm hat been done by not entering ur on the work earlier. i rOLONEr TATE Mellon.
