Many complexities cloud the issue, but the overriding: irob-lem is public reaction to any change by the FCC of its historic ban on the use by any fee service of channels reserved for home listeners and viewers. It could well become a hot political issue.

Consequently, all signs indicate that it may be years before the issue is settled. With subscription TV a station would be allowed for a certain number of hours a week to scramble its telecasts for See RICHARD CARLSON premium-type shows. Only viewers who had paid their fees, and had the required unscrambling devices for their sets, would be able to watch.
