June treasury estimated today that sums withheld under the pay-as-you-go tax law beginning July 1 will not exceed 12 percent of gross pay for the majority of wage earners. The law requires employers to withhold 20 percent of all wages and salaries over and above exemptions, but because or these exemptions, the treasury said, the percentage of withholdings to gross pay will vary with individual wage earners, depending on income and family status. For a single person with no dependents the withholdings will range from 6.3 percent of gross wages for a person earning $1750 a week to 17.5 percent for a person earning $95 a week.

For a married person with no dependents the percentage of withholdings will range from LI percent on a salary of $17.50 a week to 14.9 percent on a salary of $95 a week. For a married person with one dependent the percentage for the same wage brackets will range from 1.1 percent to 13.7 percent and for a married person with two dependents from 1.1 percent to 12.4 percent. Secretary Morgenthau urged all wage earners to promptly fill out withholding exemption certificates as the first requirement of the new system of tax collection.
