Uncle Sam really lived, and his identity was established for all time in September of 1961 when the Congress of the United States passed a formal resolution saluting Samuel Wilson, dead for more than a century, as the prototype of the figure. Wilson was a genial meat-packer from New York, who was affectionately known to his fellow townsmen as "Uncle Sam." During our tussle with England in the War of 1812, Wilson became an inspector of army supplies. As part of his duties, he was required to mark all approved goods with the United States stamp.

FOR SOME reason probably as a local "in" joke the people of Troy began referring to all Federal supplies marked "U.S." as "Uncle Sam's." Usage of the term spread and by the THERE IS an "official" image of Uncle Sam. This was arrived at in 1950 when an American consul in South Africa, in order to clear up some local discussion, asked the Federal government to supply him with a picture of Uncle Sam. FACED WITH this unusual problem, the state department looked over all available pictures of Uncle Sam and finally settled upon a drawing made by a New York artist, Herbert Noxon. It had been used to illustrate a book about America. But this official image is not the popular one.

The best known picture of Uncle Sam is the one James Montgomery Flagg created years ago as a recruiting poster. The report added that 98.2 per cent of all samples tested a record high percentage was in compliance with the department's controls.
