(UPI) A local motorcycle gang called the "Storm Troopers" ambushed and killed two members of a Florida gang and wounded six other persons last night in a gunbattle on busy Interstate 85, authorities said. Two of the wounded were motorists caught in the gunfire. The dead and five of the injured persons were members of the Florida-based "Pagans." One storm trooper was also injured. "It sounded like machine guns," said Kush Paula Roebuck, of Miami, member of the Pagans caught in a van riddled with dozens of bullet holes. Miss Roebuck said the Pagans never got to use their guns.

But Sheriff Marvin Davis disputed the statement. Not too much of the shooting was done by the Pagans. It was both an ambush and a shootout." Miss Roebuck said she and five other Pagans were in a van traveling north to Washington, D.C., when a fellow member, riding a motorcycle, pulled up and shouted: "The Storm Troopers are coming, they've got guns." She said they spotted a Storm Trooper driving behind them and tried to turn into an exit. But the exit was blocked by a pickup truck with at least three Storm Troopers inside. "They jumped out and opened fire," she said. She said she passed out, then regained consciousness and saw her friends "were lying all around.

It was just terrible." "The rival gangs had it out," said Davis. Davis said four members of the Pagan should be taken to the hospital today to make positive identification of the victims. He said their exact Florida addresses were unknown. He said officers found a 45-caliber semi-automatic carbine, a 30-caliber M-l carbine, a sawed-off shotgun and a single shot muzzle loading pistol in the pickup. WASHINGTON Congress in a rare flurry of activity before recessing for two weeks voted last night for higher social security benefits and taxes, to raise the national debt to $450 billion and for disaster relief to flood-ravaged areas of the East and South Dakota.

Congress left town after tying a 20 per cent social security benefits increase to a provision continuing the treasury's authority to borrow for another four months. Under the measure, the bigger checks would be in the mail just before elections in November, but the bills would not be presented to workers until Jan. 1. Simmons telling officials he will seek re-election By ABBY KAIGHIN Times Staff Writer Tampa Urban Renewal director Tom Fox has submitted his resignation to coincide with the city's takeover today of his once independent agency. Fox's resignation is effective July 14 and he will then become director of urban and community affairs for the Catholic Diocese in St. Petersburg.

Fox today said he had been looking for another job prior to recent reports by the city comptroller of some "laxity in record keeping" in the urban renewal finances. Over the past year friction has been apparent between Fox's agency, which has cleared acres of slums from Tampa, and the city's other Fox protested takeover primary blight-fighting program, Model Cities. Edward Gurney says he won't accept another penny from his prosperous Winter Park law firm.

He resigned yesterday "with reluctance and regret." "It is obvious, from recent events, that certain media intend by innuendo to use my practice of law to try to em-barass me in the 1974 Senate race," Gurney said. "Therefore, to forestall such efforts, I take this action." His resignation from the Winter Park firm of Skofield, Gilman, Cooper, Nichols and Tatichpa was effective immediately. "I have always felt deeply that a public official has as much right as other citizens to maintain private business interests so long as they do not conflict or interfere with his public service," Guerney said.
