Settlement and the development of the natural resources of the land hare been the rule along all the lines of railway whererer soil and climate hare proved suitable. In Argentina to day there are 8,300 miles of railway open to; traffic and some TOO miles under construction, or' imme diately to be commenced, by existing companies. The national Government is also seriously considering thoadTisabiHtyof the extension of the rail way system through Patagonia from' tha Rio 2tero to the Bio Santa Cruz. For many yean to ccmo the earnings of such a railway would necetsarily be extremely small, whilst the cost of maintenance would bo heavy on account of the snow in winter. Moreover, the initial cost of construction will be high In view of the topographical difficulties of the country traTersed.

In the circumstances, therefore, it is unlikely that this latest project for the extension ot the railway system will be realized for several years; however desirous the national authorities may be for its accomplish ment for political and strategical Of all the railway en tcrprisea in Argentina the Buenos Ayros Great Southern Company is by far the most important. This line has a monopoly of tho richest part of the Republic and carries tho traffic for a great portion of the most valuable pastoral and agricultural industries that Argentina poeaosses. The company has how 1,469 miles of railway open to tho public servico, compared with 1,403 miles in 1893. Tho earnings for the past 12 months have been 1,400,000 sterling compared with 1,800,000 in the previous year. Tho poor returns obtained from agriculture in the more northern provinces during the last three seasons havo induced many farmers to move southwards, and the majority of those determined to try their luck elsewhere "selected the districts served by tho Southern Company's "Vetera.

It is tho old story that 'tis an ill wind that blows nobody any good." and this company has benefited materially by tho misfortunes that befell the agricultural districts; of Santa Fe, Cordoba, and Entre; Rios. The company quite deserves any credit it may receive for the work it does. Complaints, of course, there are from tho public, but there is in reality small ground lor censure. The service of trains is sufficient to meet all requirements and is conducted in an efficient and punctual manner. "or have tho shareholders any just reason to feel dissatisfied with their property.

They receive a regular dividend and hold a security that is steadily increasing in value, is of a most solid nature, and promises to develop greatly iu the course of the next few years. The extension of tho Great Southern Company's line from, Bahia Blanca to the Uio and tho a distance of some 350 miles, is now far advanced, tho rails already reaching to the vicinity of the Colorado River. My personal knowledge of tho valley of the Rio Negro leads mo to believe that this prolongation will be a most profitable section for the company. The Rio Ifegro valley contains groat areas or rich bottom lands, stocked at present with cattle and sheep, but well adapted every way for agriculture. The trouble hitherto has been the difficulty of transport from this part of the country to any port of shipment.

During many months of the year the waters of tho Rio Xegro are and at all times freights on the river steamers are exorbitant. The opening of this extension from Bahia Blanca will giro easy facilities for transporting all classes of products for shipment at Bahia Blanca to Europe or elsewhere, and, consequently, a great immediate development, will assuredly take place in industrial enterprises throughout the Rio Negro territories. Another extension the company is about to make is from the station of Alfalfa, on the main line, to Puan, Guanimi, San Carlos, and thence linking up with the existing system. The districts through which this extension will run are already well settled, and the better facilities given for transport by tho now branch will probably lead to a very considerable area of land being broken up for agricultural purposes. The Buouos Avrea estern Railway Company has now 495 miles of line open compared with 427 miles at the corresponding date in 1896.

The gross earnings for the past 12 months have been 690,000 sterling as egainat 720,000 for the same period in the preceding year. The decrease in the earnings is directly due to the failure of the harvest, a large part of the traffic of this company depending on agricultural production. All the older portion of this company railway is built through country rich in both agricultural and pastoral resources, and development of the natural wealth of the zones traversed is steadily progressing, although the production of cereals has been serionslychecked by the terrible affliction ofcon stantvisitationsof locusts during the last three seasons. The newer section of the line from Bragado to Villcgas has not yet had time to become settled by email farmers, and depends for its traffic upon the larger estates where wool and cattle are the principal products. The portion of the railway now under construction to Toay is through, a district almost entirely given up to cattle breeding, but is undoubtedly of value to the company, inasmuch as tho connexion at Toay with the Bahia Blanca North Western Railway opens up an alternative route from Buenos Ayres to Bahia Blanca in competition with tho Great Southern Railway.

The additional facilities that this last extension of the Western Company offers for the districts between Trenquelanquen and Toay will, most undoubtedly, finduce many eettlera to turn their attention in that direction, especially in view of the comparatively low price of land in that part of the country. On the whole, therefore, the company should reap substantial benefit from the additional mileage now being constructed. One advantage to the company from the: recent extension of the railway is that the average capital cost per mile is reduced from 20,000 sterling to about 13,000. The Bahia Blanca North Westcrn Railway, which gives tho Western Company access to Bahia Blanca by the connexion at Toay, has 186 miles of line open, and has earned sterling in the first six months of 1897, compared 160 miles of line open and 16,000 earned in the corresponding period of 1896. The railway will assuredly benefit by tbe junction with the Buenos Ayrea Western, and through traffic will be obtained to swell the earnings of tho company.

At Bahia Blanca the company is erecting a large central market for produce of all kinds, and as this undertaking tills a ladly felt want there is small doubt that it will prove a profitable venture in itself, besides helping to bnnc custom to the railway. The public generally do not appreciate thoroughly the important poaition occupied by Bahia Blanca as a port of shipment, but every year the trade from that port is steadily increasing, and better facilities are being provided for handling produce for export. Summing ur the position of the company to day, oho may say that the railway carries a heavy suburban traffic and out ot Buenos Ayres. and has rich agricultural and pastoral districts to support it on the other hand, the capital of the company is very large, ana otner railways mase seen compeuuun ior very large proportion of the available traffic. The Buenos Ayrea and Rosario Company with 914 miles of line earned 316,000 sterling during tbe first six months of this yearcompared with 911 miles and 340,000 in tho same period of last year. Tho decrease in the receipts is duo to the failure of the grain crops. The railway serves some of the best of the agricultural districts of Santa Fe.

The company has. however, to competo against ether enterprises, both from Buenos Ayres to Roeario and from Rosario to the north, the Central Argentine and the river steamers providing trans port in the former section and rival railways in the second. A marked decline in the amount of freight from Tueuman must be expected in the immediate future, owing to the collapse of the sugar industry in that province. the bosition of the Buenos Ayres and Rosario Company will undoubtedly improve, the railway being so located as to bo ono of the first to benefit by the influx of any large number of immigrants an i vine in the country in search of work as agricultural labourers. The passenger traffic of the railway has certainly been seriously affected by the arbitrary action of the National Government in ejecting the companies generally, and the Ensenada in particular, from lie old central railway station.

The company intends to chum compensation from the Govern ment for the loss suffered, but it is extremely doubtful whether any such claim will be recognized. The railway is the direct line from Buenos Ayres to the Ensenada Port, and if the latter dovelops into a great shipping centre the company must benefit proportionately. At present, tho prospects of the line are not very bright. The iiuenos Ayres and racinc uompany nas made most marked improvement during the last three years. For the past 12 months the earnings were 398,000 sterling, as compared with 341,000 in tbe corresponding period of the previous year.

In both years the length of line open to public service was uu nuic. mn inuuncwry bullu vi affairs is in part owing to the increased number of settlers in tho districts through which the rail way passes, but chiefly to the great development of the vine growing industry in Mendoza and San Juan, and consequently the largo additional through freight carried lor those provinces. Through traffic to Chile is also increasing, and all of it goes by this railway. Tho change in the position and prospects of this railway from the condition it was in some five years ago is more remarkable than is the caio with any other company in Argentina.

If the vineyards of San Juan and Mendoza continue to flourish and the through traffic to Chile to increcso the company should do well. The Transandino Railway from Mendoza to the summit of the Andes is one of the two guaranteed lines not yet settled with by the National Uovernment. x.

The Government forget, apparently, that the principal reason why the line was not completed was because Argentina failed to fulfil her public obligations in tho matter of meeting the charges for her indebtedness. If tho line is completed, and through railway transport provided to Chile, a great increase in trans continental traffic will certainly take dace. Whether the railway will earn sufficient to pay interest on the capital invested is, however, a mailer mas lime aiono can ueciue. ice railway and establish connexion with Chile means the expenditure of lsrgo sums of money on the tunnel work to done near tho summit of the Cordillera.

The narrow gauge system of railways in Santa Corfoba, and thenco north wards shows scarcely any alteration from last year, the mileage open for traffic being the same and the' earnings of the Central Cordoba and the Cordoba and Rosario being practically equal 1896 and 1897. The Central Cordoba is one of tho companies which has not yet settled with the National Government about the guarantee but in this caso the company docs not appear anxious to press the claim for the moment, the reason being that tho railway would be greatly benefited if the company could. obtain tbe lease of the national railways to the north of Tueuman. So long as the National Government is in debt for tho guarantee the company havo a certain claim for preference when the question of leasing these national lines is decided, as it will be in the course of a few weeks. If the Central Cordoba obtains control of the national railways it will carry all the traffic for tho provinces of Jujuy and Salta and any through freight there may be from Argentina to Bolivia.

Tne Cordoba and Rosario, on the other hand, Ha built through rich agricultural country, and' will always havo local traffic to support it. Of the other Santa Fe railways there is nothing very encouraging to ssy. The Santa1 Fe Great Southern earned 12.000 sterling loss during the last year than in the twelve months previously. The Western of Santa Fe receipts were only $670,000, currency for tbo first months of this year, compared with $1,040,000 for a like period in 1896. Both those railways are greatly dependent upon the grain harvest, and, consequently, the traffic shows heavy falling off for the'present year.

The future of these companies depends largely on immunity from the locust plague. The Central of Entre Rios Company does not receipts against These for the 61,000 are small show smtisfactorr results. The past year were 57.000 sterling, In a similar neriod of 1805 06. earnings for a railway with 386 miles open for traffic. Entre Rios was cursed last year by a visitation of locusts, the great bulk of the cropa being destroyed, and the raUway tranxc sunerea in consequence.

Bat the nver offeri so many facilities for transport to almost all sections ox the province that heavy long distance traffic on the railways cah hardly, be expected, the farmers only wanting transport of their produce to the nearest point of the river where shipment can be made. The other Entre Rios railway, the East Argentine, does not show any signs of. improvement, the receipts for the first six months of this rear being only 16,000 compared with 20,000, for the corresponding period ot jjsjo. The North East Argentine, in the province of Corrientcs, remains in an unfinished state, capital being wanted to carry but the unfinishod work. Of the national railways, of which some 660 miles exist, there is littleto be said except to call attention to the fact that the National Railway Board declares that the Government cannot manage railways, and recommend! that this property of the nation be leased to some syndi cato or company with as little delay possible.

Of British capital there is about 80,000,000 sterling in round figures invested in Argentine railway undertakings. There is room for a much larger sum yet, if the money be handled with proper, forethought and careful management. Two essential factors are necessary before the1 further investment of capital takes place. The one is that some certainty may exist that every harvest is not to bo in jured by locusts the other, that a steady flow of European immigration comes to the country. If the former is assured there is every reason.to suppose the latter will follow, and it is incumbent, therefore, on the Government to take active and drastic measures to endeavour to eradicate the locust pest.
