He was born in Turkey and moved here this year from Akron, Ohio. He worked 27 years as an engineering professor at the University of Akron and seven years at Honeywell, Minneapolis.

He received a doctorate from the University of Minnesota, Minneapolis, and his undergraduate degrees from the University of Wisconsin, Madison. He was a member of the American Society of Mechanical Engineers, the Institute of Electrical Electronics Engineering and the International Federation of Engineers. Survivors include his wife of 34 years, Suna; and two sons, H. Giray, Houston, and M. Alpay, Berkeley, Calif.

George Spofford, a lawyer Oldsmar hired to review the claims, said $1,992 is the amount the city can justify based on the paperwork provided by Kimmins. "Critical daily reports were missing," Spofford said. "They'd have three or four in a row and for a day you'd think they'd have one, for whatever reason, they didn't." In a letter of settlement sent to Kimmins last week, Schildhauer wrote, "The city presumes that the information is unfavorable or does not exist. Otherwise the missing information would have been provided." Zemina fired back this week, calling the implication that he is hiding something, "a cheap shot." Some of the paperwork the city wants is irrelevant, Zemina said, and most of it is available in the Kimmins field office on Tampa Road.

"We've made all our records open to everybody," Zemina said. "Come and get them." claims once more with the city and the DOT present, he said, but if agreement can't be reached, he expects the DOT to settle directly with him at the same meeting. In the settlement offer, the city did not assign a value to each claim. But it dismissed three of the six claims, saying nothing was owed.
