ICBC announced premium changes for 1996 that will bring an average $4 increase to Okanagan motorists. Drivers in the Okanagan who haven't had a claim in four years will see their premiums increase between about $24 and $45, while Road Stars, those without an at-fault claim in more than nine years, will see premiums decrease. Highways Minister Jackie Pement said almost 1.2 million claim-free B.C. motorists will pay less for Autoplan coverage in 1996.

"This means the majority, more than 70 per cent, of Road Star customers and many other claim-free motorists will see decreases on their 1996 Autoplan coverages," said Pement. "These achievements respond directly to what B.C. motorists have told us that they want better discounts for longer-term good drivers, and that drivers who cost the system more should pay more." ICBC estimates it will need an additional 1.5 per cent increase in total premium revenue needed to cover the anticipated cost of claims next year. The basic ICBC coverage level will increase an average of 2.5 per cent, while the average collision ana comprehensive coverage premiums will decrease slightly. "As the corporation is strengthening changes last year to reward motorists with good driving recoup drivers who cost the system are being asked to pay appropriately higher share of costs through thitjf premiums," said Pement.

The skeletal remains were found in the bush Dec. 2 by two hunters near Chase, about two kilometres east of the Squilax bridge along Highway 466. A list of clothing found at the scene has been compiled: A pair of men's casual blue pants, size 32, with a blue belt.

A silver Astrosonic LCD quartz watch. A pair of men's light brown Hush Puppy loafers. A pair of white athletic socks. A blue baseball cap with six pins on the front, including pins of the CN Tower, the Leaning Tower of Pisa and a polar bear with the Northwest Territories emblem. Coroner Nancy Egely said it could be some time before the cause of death is known.

"Especially when what you have for remains is bones, it makes our task more difficult. "We are hoping that we can come up with someone to compare to. It can be a fluke. All it takes is one good tip." Following an autopsy, Chase RCMP stated the body had been in the bush for three to six months. The remains have male characteristics, likely a Caucasian, but it may also be the body of a native.
