The first prohibits the construction ol any description ot railroad in the Pontifical dominions by the second, all the Pope's subjects are prohibited from attending any scientific congress and the third orders all physicians not to attend such patients as. after their third visit, shall not have re ceived the sacrament.

Tiw Prisoner of Ham A letter from Paris of the 17tli ult published in a German pnut, says "Prince Louis Bonaparte is tired of his prison at Ham, and is said to be disposed to submit to any terms imposed upon him for his liberation. The Minister of the Interior has sent him a person who is provided with confidential instructions. It is believed that the prisoner and his companions of misfortune will soon be restored to freedom, and it is said will proceed to America. Frmnce. The Pans journals have been completely absorbed for the last fw days with the late disasters ot the French in Algeria.

The French Government received the accounts of this disaster on Sunday the 5th instant. It appears that hostilities had been renewed on the part of Abd-el-Kader, and that in an engagement, into which they were treacherously drawn, the French troop had suffered severely. The French officer commanding at Djemira-Ghe-zona, a port situated on the Frontiers of Morocco, was lu formed by an Arab that Abd-el-Kader was in the neighbourhood. The officer, who was a brave man, immediately took Jsteps to repel the enemy, and placed himself al the head of about 450 men, which was the greater part of the garrison of the place, went out to meet Abd-el-Kader. He had hardly proceeded two leagues when he found himself all of a sudden ia Iront of a large body of Arabs, who attacked him on all sides.

The commanding officer waa one of the. first killed. The troops defended themselves bravely, and made a mint desperate resistance, but their ammunition failed them, and they were all cut to pieces. Eighty, however, contrived to take refuge in a marabout, where they endeavoured to defend themselves. For two dsys they kept the enemy at bay, but want ol provisions, and especially want of water, drove tnern to the most desperate and disgusting extremes.

Ultimately they were all destroyed, and. with the ex ception of fourteen soldiers', who contrived to escape into the town, the whole ot the rest perished. Abd-el-Kader, encouraged by this success, marched immediately on Tlamcen, in the hope of surprising Gen. Caraignac, who happened at the time Abd-el-Kader came up to be in the field at the head of a considera ble number ot troooa. lie waa immediate attack ed by the Arabs and suffered considerable losses, but ultimately me Arabs were repulsed.

A Colonel was among the killed. General Lamoriciere has sent large bodies ol troops to the Morocco frontier, and is to place himself at the head of them but it is thought that Abd-el-tvader will not meet the reinforcements, but. satisfied with his Drraenl aucreaa. will take re. fiige in the desert.

On th 26th ulu the execution of a bandit, called Pedro Vinals, took place at Gerona. were very numerous. They next entered Rimini, where they stopped the couriers, and carried off the despatches. The Cardinal Legate of t'orli imme diately sent troops to Kimmi. un the Z7tD, at their approach, the msurgeuts, who the town and environs, hastily quitted Rimini, after abandoning their arms; some of them re-embarked, the others took refuge in the mountains.

It does not appear that any other movement whatever took place throughout the Legations but the fact has excited the attention of the authorities, and also the government of Milan. On the report ot the attempt reach-i ng Marshal Radetzki, the commander of the Austrian Papal government had ordered the garrison of An- cona to be strengthened and the coasts strictly watch. ed. The volunteers had been called out, and every preparation made for acting with vigor against the insurgents. Russia and Circasala.

Letters from Odessa confirm the accounts of the re verses experienced by the Russians iu the Daghestan. The army of Prince Woronzo had arrived at Gersal, fort on the extreme frontier of the Caucasus Accounts from Constantinople to the 17th ult. a general belief that a second battle had been ioneht between the Russians and Circassians, in which the former were defeated. The particulars are thus staled: Schamil. the gallant and active leader of the Cir cassians, unexpectedly attacked the Russians in their camp, and after a short but very bloody struggle, Count Woronzoff was forced again to letreat, in order to reach a more favorabl position.

This he appears to have effected, but in the retreat he lost an immense number of men. The number ot mea killed is not exactly known, but it may be judged Irom the fact that 180 officers have perished, among whom were one general oltiser, two of Count Woroniofi't aides-de-camp, and an aide-de-camp of General Gluck. The Circassians also cot possession of foul pieces of artillery, and the greater portion of the Russian stores and ammunition. The Circassians, alter this victory, committed great excesses. They ravaged the country, destroyed the villages, and carried ofl i great number ot the inhabitants to the mountain? prisoners.

Count Woronzoff reached Tiflis on the 3d ot September, with the shattered remains ol his army. Letters from St. Petersburgh ol the 23d describe a sanguinary conflict between the Russian di vision under General Schwartz and the Lesghis. It appears that after having severely chastised the village of Taseli. which at all times has distinguished itself by its invincible energy, the General marched on the 1 1th of August towards Auzuch and Kapuchin.

The former place, when summoned, replied that it would only yield at the last extremity. Kapuchin, which had been reinforced by the furrounding population, was also placed in a formidable state of delence. Hardly had the Russian vanzuard begun to display the first files of its battalions when the mountaineers, under the shelter ot the entrenchments which thev had made upon alt the elevated points, began to roll down enormous stones upon the aggressors. Th proceeding threw disorder into the ranks, and wounded a great number of men. The Russians were be ginning to give way, but at the voice ot their officers thev asain rushed impetuously to combat.

At length, after etraonlinaryJtfort3, they succeed' ed in taking possession of the entire chain of hill; and fortified mounts, with the exception of one posi tion, from which a dreadful fire of musketry was Kept up. inis point could not be earned until the following day. The Circassians did not abandon ll until they were at the last extremity, and then, as at Uargo. they retired in good order, leaving about 100 dead behind them. The Russian troops displayed rare intrepidity in this affair, but the result ia not cf a nature to compensate the check ol nnce woron zoll at Dargo.

New Zealand. Sydney papers of the 2d of June contain accounts from New Zealand to the 3d of May. Another colli sion had taken place at the Bay of Islands between the natives and trie troops, in which fifty ef the latter are reported to have been killed; but Pomare, one ol the most mischievous of the chiefs, had been captured, ant: was confined en board the Hazard, his in. frenchmen's having been destroyed. A body of vo lunteers had been despatched to the bay, and when the Thistle passed by it on the 12th of May the report of fire-arms was distinctly heard.

A squadron, composed of the Hazard and North Star, men of war, and the Aurora, Slaincastle, and Velocity, merchantmen, were engaged in blockading Kororarika. The schooner I Don't Know, which bad run into the bay with ammunition, acd been lightened of it by the American war steamer in the harbor, has been seized by the Government, and removed to Auckland, where its owner. Mr. Waitlord, is committed to take his trial for high treason, on suspicion ofcolleaguing with the natives. At Wellington, the natives were perfectly quiet but it was understood that Rauperaha had gone in that direction with five hundred men, tor what purpose was not known.

A slight shock of an earthauak or something very like it was felt by several persons residing in the neighborhood of the South Ferry, last evening about half-past six o'clock. One gentleman, who observed the phenomenon, describes it as the rumbling or jarring produced by two or three car riages driving furiously, or a number of iudhiduals stamping overhead.

Can any one solve the mystery 1 since the above was in type we hsve heard that the same shock was felt at Astoria, and other places in the vicinity of Brooklyn. A Second Advent friend of ours thought that the legitimate "end" had certainly been found. By the way, if these shocks should continue, and increase in Kwer, we suspect that numerous bnildings now going up in bouth Brooklyn would fare badly. Brooklyn Eagle. Statin Island.
