M. Alexis Rostand, ucneral Uaoagtr. BIMETALLISM. TO THE EDITOR OF THE TIMES. Sir, My friend Mr Wi Fowler tells us that if bimetallism were established Franco could send lis 25,000,000 worth of silver, get notes for the amount, and, passing to the Issue Department, draw out the whole sum in gold.

If Franca could do this by us on Monday we could do tho same by France on Tuesday. But would it" not be better that before Mr. Fowler writes letters about bimetallism he should at least take the trouble to learn tho elementary principles of the bimetallic law Ho would then know that the answer of the Issue Department to the requeat 25,000,000 worth of gold would be tho delivery that' very sum in silver. If France should choose to do now what Germany did in 1873, and bear the loss on her silver, sho could send that metal to the amount of that or any other sum, and, selling it at tho market price, demand the proceeds in gold and we, under our present monometallic, law could Lavs no answer but the delivery of the gold demanded. Your obedient servant; HENRY H.
