School house, churches, and county building do honor to th people. Tht State Normal School has spacious and beautiful edifice located at this point, with full corps of teacbert and about 250 pupils. The Atchison, Topeka and Santa Railroad, whose general course is east and west, and a little south of the middle of the State, passes through a region of country a beautiful as the imagination can paint, and si fertile as it is beautiful. 16, 187C. On Wednesday but the Republican Sute Conven tion met at Perkins Hall. It was called to order by ex-Goveraor E. J. Davis, Chairman of the State Cen tral Executive Committee.

The convention wai the lsrgest and most respectable body of Republicans ever convened in this State. All classes were represented, and itseemed that theopponent of the present vicious and incompetent State government were determined on its overthrow. To tha Editor ol The Inter-Oceaoj I arrived at this place by last Morgan steamer from Kw Orleans on my way to the interior of Mexico, and as the Northern papers are more excited about hordes troubles than the borderers themselves, I will lay before your readers what I think to be the trne state of affairs on tha Rio Grande. The Rio Grande is a Terr shallow river, with i an um arable crossings, and as the.

cattle 6f Texas are not confined in fields, but are allowed to run at large throuzh tba dense chaparral, an the cavalry ta the army would not stop the steal ing. All an intended raider has to do is to go a few miles inland and gather as many cattla aa he may want and the a quietly drive them through the bushes down to the river, cross them, and nobody be the wiser. If they are seen by any of the resident Mexicans oa this side they say nothing about it, bat quietly wait for some good moonlight night, cross over to Mexico, and steal all the horses and moles thev can lay their bands on, carry them into the interior at Texas, where they are sold at a good profit, and bo questions asked. The only way to stop the stealing ia to bring the ten regiment of United State cavalry, and twenty more cavalry regiments, if they can be borrowed from anywhere, aeploy them ia one continuous skirmish line from Fort Clarke (Texas) to Qinsict 01 twelve hundred miles, and keep them there; then, perhaps, the stealing will be stopped. A large number of the cattle alleged to J01 moi driven into Mexico, bat are killed en this side for their hides, which are sold to dishonest merchants in Texas, a great many of whom are not too.

I was surprised at tha sulendid appearance of the colored troops at Fort Brown. They are model soldiers, and their barracks, mess rooms, and accoutre ments are marvels of neatness and cleanliness. 1 ney are well spoken of by the citixens for their good be havior, and everr one has a cood word for them, as tbey are sober aad well conducted, after seeing the mgn state of efficiency and discipline to wnicb these men have been brought. The Cnited States steamer Hio Bravo is lvtng here. and for all the good she is might as well be in New ork. bhe draws by tar too much water fur this river, and as she lies can neither go up nor down.
