Is regarded as an exceptionally strong; body, being made up of men well known not only In public and political life, hut In the world of letters and International affairs. They are all men of scholarship, fine linguists and of those attainments helpful In a congress rep. resenting the nations of the world, conducted under the diplomatic usage which makes French the accepted language. Mr. White Is best known In the fields of education and diplomacy.

After graduating; at Tale, class of eS. be went to Europe for several years of historical study, mainly at Berlin and Paris, after traveling on foot through Europe. For a time he was an attache of the United Btates Legation at St. Petersburg. Returning to this country, he began his university career as a professor of English literature at the University of Michigan.

Later he became the first President of Cornell, his service continuing from 1887 to 18S5, when he retired through 111 heaTth. He was United States Commissioner to Ban Domingo In XS7L From-187 to 1SS1 he was Minister to Germany, again taking this Important post under President MoKlnley. During the Administration of Mr. Cleveland Mr. White was chosen as one of the Venezuelan commissioners at the time when the affair was at Its most critical stage.

He was also Minister to Russia in 1892. Seth Low also Is known as aa educator as well as a man of affairs. He was graduated from Columbia TJnl-verslty, whose President hs became In 1890. later giving 81.000.000 for university buildings. He was Mayor of Brooklyn In 1881 and again In 1883.

Stanford Newell was appointed Minister to The Netherlands from Minnesota. His selection as one of the del, gates was expected because he was Minister resident at The Hague, where the Congress is to be held.

Mr. Newell Is a lawyer of repute, and had long practiced In St. Paul, where he was more of a counselor than a trial lawyer. Although he has been active In politics, he never held office until he was appointed Minister to The Netherlands by President McKlnley. Army's Representative.

Capt. Wm. Croxler Is one of the most highly accomplished of tha officers of the ordnance corps, which is generally recognised as containing the very highest grade of talent In the United States army, tha personnel being made up of tha most advanced graduates from West Point. i He was born In Ohio and appointed to tha Military Academy from Kansas. His father was tha last Judge Crosier, at one time a United States Senator from Kansas.

In conjunction with Gen. Bufflngton, tha newly appointed chief of tha Ordnance Department, he Invented the disappearing yiiii carriage which has been adopted by the United States Government aa the highest type of coast defense weapon. Gen. Bufflngton and Capt. Crosier generously bestowed upon the United States Government all of tha patent rights they had acquired In this powerful weapon of warfare, and perhaps it was the spirit of disinterestedness thus exhibited that led to the President naming Gen.

Bufflngton as chief of ordnance as well as to select Capt. Crosier as a member of this distinguished delegation. Navy's Representative. i No name is better known to students of naval strategy than that of CapC Alfred T. Mahan.

who has charge of the Morgantown ferry, were taken with cerebro-splnsJ meningitis and died within twenty-five minutes of each other at about 9 o'clock last night. It waa generally believed that the disease had run Its course here and there had been no new cases for more than six weeks, and even now no fears are felt of a repetition of the scare In February. These cases were In the extreme eastern part of the town, but every precaution will be taken to prevent a spread of the disease. The neighboring town of Aberdeen Is sorely afflicted with a bad form of the measles. There are between fifty and seventy-five cases that require the attention of all the nurses that the town Is capable of furnishing.

A child of Archie Pollock, a prominent cltlsen of that place, died of the disease last night. Two Deaths At Paducah. Paducah. Ky April t-Mr. J.

W. Cosby, former street Inspector, and one of the best-known Republicans In the county, died this morning, aged sixty-two years. Tha remains will be shipped to Graves county for Interment. Mr. George Ballard, aged thirty-two years, a well-known young man and son of the late T.

Ballard, of the Paducah News, died this morning of consumption. Death of Andrew WeiL Well, aged forty-eight years, died this morning of heart failure after a two-months' Illness. Polmers, administrator, against the Northwestern Life Insurance Company, of Milwaukee, to recover $10,000 on two policies, wss compromised out of court to-day, the company agreeing to pay $9,000. Pence Case Goes To Jury. Richmond. Ky, April (Special. Argument in the Pence murder trial was concluded this afternoon, and the case Is now In ths hands of the Jury.

Armour A Co, proposing to use the Powell process for the preservation of beef, was submitted aa evidence by MaJ. Lee. acting for Gen. Miles. It waa addressed to the Commissary General, dated at the firm's Washington of-noe July IS.

189 S. and read as follows: "As supplementary aad explanatory of our bid to supply dressed beef la Cuba, we wish to say that we have the exclusive control et the Powell process for preserving fresh meats, aad that this process bss been tested at Tampa, the test having been completed with most satisfactory reaolts. "This test wss mads under tbe supervision of Col John Weston, of your department, who has advised you of the results. are advised, however, that he received four carcasses of beef which we sent him from Chicago duly refrigerated and treated according to tbe Powell process. "Part of these carcasses wars enveloped in sacks or canvas and part were not.

Dr. Cox's Testimony. The testimony began to-day with Dr. L. Clifford Cox.

Assistant Surgeon In the volunteers, of the District of Columbia. He was at Tampa and in Cuba, and testified that the command was attacked with diarrhoea to the extent of epidemic after eating the beef at both places. After the second attack geon had ordVrcM in beef be stopped. When this was done the diarrhoea ceased. Wm.

A. De Calndry, who has been chief clerk In the office of the Commissary General of the. War Department twenty years, related his connection with the work of letting the beef contracts. At the Instance of Gen. Eagan he had first sent out forty or fifty tele-( grams to dealers In beef asking for' bids to supply' refrigerated beef or for beef on the block.

Gen. Eagan having supplied the form. Mr. De Calndry had been instructed by Gen. Eagan to prepare the original draft of the contract for the beef supply, and after some rearranging submitted a draft, feeling confident that It was complete.

It was then that men whom he understood to be representatives of Swift A Co. brought up the question as to the length of time the beef should keep after issue. Memoranda for changes containing the twenty-four-hour clause were brought to him by Capt. Davis. Assistant Commissary General.

Details were lacking and the suggestions as to time seemed to be conflicting. He had tried to get detaila from Capt. Davis In regard to the twenty-four-hour clause, and was told by him that the understanding was that refrigerators were to be built on shore and In the rear of the moving troops, the intention being to have the beef exposed for minimum time only. He had at the time pointed out the apparent conflict between the twenty-four and seventy-two-hour clausea In one of the revisions Gen. Eagan had Interlined.

In his own handwriting a clause referring to the time required as follows: "Which shall not be more than seven, ty-two hours from the time of storing the same in such refrigerators." a a Eagan Appeared Dubious. This clause Mr. De Calndry said he had not at tha time understood, but he had no authority to strike It out. When tbe twenty-four-hour clause waa inserted Gen. Eagan appeared dubious about it.

but said nothing mora. Mr. De Calndry said that had been so worried by the apparent lnconslstenetes In the contract that he had kpt sll the memoranda relating 'to the matter. "Are they on file now?" asked MaJ. Lee.

"They are not In the file boxes." The witness then stated in reply to questions that Davis was In charge of these boxes and that Capt. Davis waa the especial con nd ant of Gen. Eagan. Asked If he had any reason at the time the contract was drawn to suspect that any of the data had 'been a-lthheld by Eagan Davis. Mr.

De Calndry replied that he had no auch suspicion then and that he had none now. His Impression was that they were undertaking to do something which they had- not digested sufficiently to know Just how they wanted to do it. Mr. Calndry gave some of the particulars concerning the trial of the Powell preservative process In Florida. Hs spoke of a letter of Armour A Co.

In which they argued that they should be awarded the contract because they controlled this Powell process notwithstanding their bid was somewhat higher than that of Swift Co. "What became of that asked MaJ. Lee. "A portion of It la In the flies?" said Mr. De Calndry.

"but the bulk of It waa returned to the writer at his request. The portion retained was the last page, containing the indorsement of the Secretary of War and the Commissary General. An office copy was. however, retained." see The Armour Letter. The witness waa then requested to and did read the letter from Armour A COl.

dated July 13. bearing on this subject, but be said he had no remembrance of ever having seen the letter before. This letter was then put in as evidence. At this point Ms J. Lea asked Mr.

De Calndry whether be had ever tendered his resignation as an official of the War Department, and the witness replied that he had done so. "I tendered my resignation on the day following Gen. Eagaa's appearance before the War Commission." he said. MaJ. Lee was about to proceeed with this line of questions, when Col.

Davis objected on the ground that the inquiries were not pertinent. MaJ. Lea then desisted, withdrawing the first question. Dr. Richard Pries, Chief Surgeon of the District of Columbia volunteers, testified that the refrigerator beef sup-piled the troops in Cuba had given them dysentery, but expressed tbe opinion this was due to the fact that they ate too much of it.

He expressed disapproval of the canned beef and said the men would only eat It when they could get no other meat. The court then adjourned until tomorrow. PLAN TO CHECKMATE. Nashville. Tenn, April Special Owing to the fact that Judges whose courts have been abolished hav declared their Intention of testing tha constitutionality cf the acts, the Committee on Judicial Reform has decided to formally remove tha Judges and Attorneys General by a method provided In the Constitution, that la, by concurrent Jurisdiction. Resolutions were Introduced to-day serving notice on the Judges and Attorneys General Involved that there cot being sufficient business to Justify their retention the public welfare required a reduction In the number of Judges and. Attorneys General and that It was Intended to remove them from office. The House to-day passed the Senate bill which repeals the champerty law.

The bill to make It a misdemeanor to purchase any goods under an assumed name with Intention to defraud or dispose of goods upon which lien Is retained was rejected. The" House reconsidered and passed the bill which to a large extent nullifies the Jarvis law. Bills were' also passed making Confederate Memorial Day a legal holiday and abolishing the office of State repealing the law which validated usurious, contracts: creating the office of County Judge of Maury county and creating a Criminal Court In that county. The Senate spent most of the day on the Revenue Bill, making but few changes. The bill fixing the salary of Clerks of the Supreme Court at $3,500, with deputies at Sl.500 and J9O0 and a stenographer at 1720, passed.

The bill requiring street car companies to vestibule their cars from November to March to protect motormen was rejected. The bill to permit bond debenture companies to do business In Tennessee-was rejected. Bills were Introduced to prevent railroad companies now being constructed or hereafter constructed from monopolizing rights of way through narrow passes. Gov. McMlllin to-day received a telegram from Adjt. Gen. Cor bin saying that he had undertaken to determine tbe truth of the report that yellow fever was on board the Dixie In the Fourth Tennessee regiment, but aa yet no cases bad been located. A MEMORIAL TABLET To Be Placed On the Tower At Ft.

Thomas la Honor of Sixth Infantry Dead. Cincinnati. April A bronse tablet Is to be erected on the tower at Fort Thomas In memory of the officers and enlisted men of the Sixth United States Infantry, who were killed in the battle at San Juan Hill. The date has been fixed for July 1. the first anniversary of the battle.

The cast for the tablet is now In New Tork. and the committee in charge has every assurance that the tablet will be in place ready for the unvaillng ceremonies on the day selected. The officials of Cincinnati. Newport and Covington will be present and there will be music and appropriate orations by speakers yet to be chosen. If the Sixth regiment, which is now at Ft.

Sam Houston, Is not ordered to the Philippines an attempt will be wiade to secure the presence of Lieut. CoL Miner and other officers who were In the battle. Cme officer whose presence would have been most desirable can not be there Col. Egbert, the gallant officer who fell while commanding the Sixth at the battle, bas since given up his life for his country In the fighting around Manila. It is the hope and expectation of tha oommlttee to have at the same time the unvaillng of a memorial tablet to Col.

Egbert. At tbe meeting of the Loyal Legloa last night a resolution was adopt-f looking toward supplying the necar ry amount for the construction of a tablet. Whatever amount may be needed will be supplied In abundant measure by the cltlsens of Cincinnati and the slater cities In Kentucky to express their reverence for the memory of the fallen brave. The temperature has risen in the Atlantic Coast States and from the Missouri valley to the Pacific coast and la above the seasonal average In tbe plateau and Pacific coast districts, the upper Ohio valley, the Eastern. Lake region and Northern New England. The Ohio river continues to fall slowly.

The Mississippi is 2.2 feet above the danger line at Memphis and la falling slowly at that point. At Vlcksburg the stage la one foot above the danger line, with a rise of three-tenths of a foot since Wednesday. At New Orleans the river is la.1 feet, or one-tenth foot above the danger line. The river at New Orleans will reach a stage of about 16.5 during Saturday, and a further slight rise will occur during Sunday at that point. The Indications are that the gulf storm will move northeastward, attended by rain and high easterly wind-In the Atlantic Coast States.

In the Mississippi and lower Ohio valleys and Western Lake region rain will be rollowed by clearing- weather. Fair weather will prevail west of the Mississippi.
