Mr. Neville, a New travel controversy in Legislature By Steven Walters A new controversy about out-of-state travel by Iowa legislators erupted Thursday as 23 lawmakers prepared to leave for Friday and Saturday meetings in Washington, D.C. Republican Lt Gov. Arthur Neu of Carroll said Thursday "an excessive number of Democratic legislators" are scheduled to attend the Washington meeting of the National Conference of State Legislatures, which is made up of lawmakers from the nation's 50 states.

Of the 23 Iowans scheduled to go to Washington at public expense, 17 are Democrats nine House members and eight senators and six are Republicans, including two senators and four representatives. Too many Democrats' "On its face, it appears that too many (Democrats) are going," Neu said in an interview. "But I know the difficulty in turning those (out-of-state trips) off." Neu also disclosed that he has told the 24 Senate Republicans he "doesn't want to see a lot of Republicans going to these national meetings" this year. Last month, Neu charged that some legislators, including House Speaker Dale Cochran Eagle Grove), abused travel privileges. But Cochran and Senate Democratic Leader George Kinley of Des Moines defended the number of Democrats going to Washington and said Neu's charge is false.

"This is the way (the Republicans) did it when they were in control," said Cochran. Kinley said the number of legislators going to the Washington meeting is higher than usual because most of the committees of the National Conference of State Legislatures will meet during the next two days and Iowa has a representative on each committee. "It's the first meeting of the 1977 year, and all of the committees are going to meet at once," Kinley said. "The lieutenant governor is absolutly incorrect." Committee match For the first time ever, Kinley said he named to the national organization's committees only those senators who head similar permanent committees in the Iowa Senate. That way, a legislator will be involved only with those issues that he or she may have to handle in Iowa, Kinley said.

The trips to Washington follow a controversy on out-of-state travel in the Iowa House. A Democratic legislator, Representative Richard Byerly Ankeny), earlier charged that Cochran had used out-of-state trips as a way of winning his campaign for re-election as speaker. MRS. PEARL MARTIN Services for Mrs. Pearl Martin, 85, of 3334 Indianola Ave. will be at 3 p.m. Friday at Hamilton's Funeral Home, with burial in Woodland Cemetery.

Mrs. Martin died of arteriosclerosis Tuesday at Good Samaritan Center in Indianola. She had been ill two years. A lifelong resident of Des Moines, Mrs. Martin was a member of St.

John's Lutheran Church. Survivors include a daughter, Mrs. Colleen McCrerry of Fort Morgan, a' son, John W. of Des Moines; seven grandchildren and four great Hamilton's Funeral Home, with burial in Laurel Hill Cemetery. Miss Kinney died Monday in New York City.

Cox, a native of Ottumwa, lived in Des Moines 62 years. She was a member of East Side Church of the Nazarene. There are no immediate survivors. WAYNE L.BAMFORD Services for Wayne L. Bamford, 82, of 2006 Fiftieth St will be at 10 a.m.

Friday at Westover Funeral Home, with burial in Glendale Cemetery. Mr. Bamford died of a stroke Tuesday at his home following a lengthy illness. Mr. Bamford, who lived in Des Moines 35 years, was born in Clio.

He was a retired inspector and assemblyman. Surviving are bis wife, Hazel a daughter, Mrs. Geneva McCrea of Des Moines, and one grandchild. I death is unknown DOROTHY E. KINNEY pending results of an autopsy.

Miss Kinney, who was born at Loon Lake, Saskatchewan, Canada, lived in Des y'inMii Moines from 1948 until 1 years ago when she moved to New York City, where she was an insurance secretary.
