Indications are that the Swiss and other foreign investors expect Wall Street to place higher this year and if their interest continues at its current level net foreign purchases of U.S.

stocks will exceed $1 billion this year, investment experts predict. This would be a significant recovery from the $730 million invested last year and the $629 million in 1970. The figure, which represents the difference between sales and purchases, had slumped from $1.49 Million in 1969 and $2i7 billion in 1968. Swiss experts see two main reasons for the trend reversal the recent rise in Wall Street prices and the realignment of currencies last Dec. 18, which improved chances for world monetary stability.

TV Ad Sales Boom Television advertisers are flocking back to the networks, buying up prime time for their commercials much earlier than last year, broadcasting and ad officials claim. With the fourth quarter expected to sell out quickly RCA's National Broadcasting Company said 1972 might produce record revenues. NBC's optimism is echoed at Columbia Broadcasting System, and the American Broadcasting Co. As for price, officials at all three networks say commercials are hovering between $4 and $4.25 per thousand viewing homes, up from about $3 last year. Nichols said serious crimes normally are lower during the winter months and start rising again in warmer weather. But they did not increase last month, an indication that police efforts are working. "All categories of Part I crimes showed a decrease except for rape, which showed a 33 per cent increase," he said.

Part I crimes, he explained, are crimes reported to police most frequently and include murder, manslaughter, rape, robbery, aggravated assault, burglary, larceny and auto thefts. Part II crimes, which range from arson and stolen property cases to family squabbles, also showed a decline. Nichols noted that Part I crimes in February totaled 116 compared to 122 reported during the same month last year. Part II crimes totaled 809 last month, down 12 per cent from the 909 reported in February, 1971. Police crime prevention programs, Nichols said, have been centered in areas of the city where the highest crime rates were being reported.

When crime activity starts going up in a certain section of the city, additional police units including detectives and tactical police squads are shifted into that area, he explained. Besides the reduction in major crimes, Nichols pointed out that there have been fewer traffic accidents and injuries so far this year as a result of efforts by the patrol division. Nichols noted that there have been no traffic fatalities this year and that there were 258 fewer traffic accidents last month than in February, 1971. He said 1,012 more tickets were issued last month over February, 1971 to persons who were caught speeding. Capt.

Jack Beaitsley, head of the uniform patrol division, attributed the decline in traffic accidents, injuries and deaths to intensified efforts by patrolmen. Beardsley noted that radar units are being used more frequently in the city and that every patrolman is being trained to operate a radar unit.
