MONTREAL (CP) Threatening a loss of hair and not a loss of life, Dr. Samuel Herlich is able to persuade 60 per cent of his male patients and 20 per cent of his female patients to stop smoking. Curious about outside factors that affect rate of loss among individuals an inwithal herited tendency to baldness, Dr. Herlich, a Montreal-area general practitioner, compiled, case histories of his patients. that 75 per cent of the young men of 21 and 22 who came to him complaining of hair loss were heavy smokers and usually had started smoking at age 14 or 15.

Dr. Herlich also found an increase in the number of women suffering hair loss. "Hair loss in women is slower than for men, but among heavy smokers it is almost equal." SPEEDS PROCESS He is convinced that among both men and women "if a hair root is destined to fall, nicotine will speed the process." In 15 years, Dr. Herlich estimates he has seen about 10,000 persons, including 500 women, worried about loss of hair. The doctor said factors such as stress and possibly nutrition may cause rapid hair loss but especially, smoking advises when patients the hair to starts to fall.

"Men are vain about their hair," he said. "When told cigarettes may be causing it to fall out more rapidly, many of them will stop smoking." Such advice results in more persons stopping smoking than when patients are warned of possible lung cancer, emphysema or heart damage. himself is a heavy smoker. OTTAWA (CP) Health Minister Marc Lalonde proposed Tuesday regulations that would submit intra-uterine devices (IUDs) to tighter control under the Food and Drugs Act. Under the proposed regulations, manufacturers would have to submit data to the health department establishing the safety and effectiveness of a new IUD before marketing. Permission to market the device would be given only after full evaluation by the health department, the minister said in a statement. Manufacturers also would be required to keep and forward to the department all reports received on adverse reactions to IUDs. In addition, manufacturers of IUDs already marketed will be asked to provide data about the -safety and effectiveness of their product.

The minister said the proposed regulations were issued because of public concern about possible dangers associated with IUDs. COUNT CONTINUES NANAIMO, B.C. (CP) A killer whale count by the Pacific biological station at this Vancouver Island centre will continue to the end of April, says marine mammologist Michael Bigg. Waters on south and east coasts of the island yielded a count of 95 dorsal fins, each distinct enough to identify the whale, in a recent 12-day survey. Berry's World 1974 by NEA, Inc.
