It therefore seemed logical, "before carving up the city into eight new wards, with the resulting expense and confusion" that the voters be given the option of the WEAL system.

This system would enable each of the existing six wards to elect one alderman each, with the other two aldermen being elected "at over the whole city, as the mayor is now. Aid.
