Gas Shortage New York State Electric Gas Corp. has told the New York Public Service Commission that it may decline to accept any new gas customers whose annual consumption would exceed 12 million cubic feet. The utility said it was acting to protect gas supplies for home heating purposes in the event that extreme cold weather causes a substantial increase in gas consumption. Some pipeline suppliers have said a current nationwide shortage of developed natural gas supplies was forcing them to limit new sales commitments. Aluminum Auto Engine Reynolds Metals Co.

said the first all-aluminum automobile engine block will be used in the Chevrolet Vega 2300 minicar to be introduced later this year. At 38 pounds the aluminum block, developed by Reynolds and GM, is about one-third the weight of a similar iron block. Aluminum blocks are prevalent in racing engines, some foreign cars and custom autos, and have been available in some U.S. production models in the past, but all have required iron cylinder-wall sleeves to prevent excessive wear and scuffing by pistons and piston rings. ROOT Robert W. Root, a former reporter and editorial writer for The Des Moines Register and Tribune, died Thursday at Strong Hospital in Rochester, N.Y. Mr. Root, 55, who died of complications following open heart surgery performed two weeks ago, was a resident of Seneca Falls, N.Y., where he had been professor of comparative literature at Eisen-h College there since 1968. A native of Ames, Mr.

Root was a graduate of Iowa State University. He came to Des Moines in the late 1930s. He was a City Hall reporter and later an editorial writer for The Register and Tribune before leaving in 1945 for public relations work with the World Council of Churches in Geneva, Switzerland. He later was executive editor of Worldover Press and director of mental health information and religious journalism programs at Syracuse University, from which he received a doctor's degree. Survivors include his wife, Christine; a son Edward, attending medical school in the East; two daughters, Carol Root of Syracuse and Mrs.

Thirtv- LAGOS, NIGERIA (AP) -The Nigerian Red Cross is scheduled to end its relief operations in what used to be Biafra at the end of June, but about 3 million people still are living in hunger and economic despair in the former rebel state. Experts warn that the Red Cross pullback could imperil the lives of some ZVi million children who lived through or were born into the 2Vi-year war of secession.
