James Major, general manager at WFTS, also said he couldn't discuss the deal, which may make his once struggling independent station a substantial ABC affiliate. Tampa is the nation's 16th-largest television market. "I am afraid my answer will have to be no comment," he said Wednesday night, saying he could answer questions today.

Originally, many industry executives thought CBS would strike first, leaving ABC and NBC shut out in certain markets. Instead, ABC negotiated a quick deal with Scripps Howard. Scripps owns a VHF station in Detroit and Cleveland and a UHF station in Tampa and Phoenix. The powerhouse stations in Detroit and Cleveland are No. 1 in their markets and are ABC affiliates.

So important were these two stations that ABC apparently offered Scripps Howard some undisclosed network compensation as cash payments are called to stay in the ABC fold. Meanwhile, the network regained an affiliate in Phoenix (where it was raided by Fox) and agreed to drop all ties to the more powerful VHF station in Tampa, Channel 10. Many industry analysts predicted this was the deal that would happen but with CBS in the main role. CBS lost affiliates in Detroit, Cleveland and Tampa and reportedly was negotiating with Scripps Howard for control. ABC's deal must have been better.

"In order to keep Cleveland and Detroit, ABC will be moving to Channel 28," Sobocinski said. Meanwhile, all is quiet at the NBC affiliate, WFLA-Ch. 8, which is just fine with news director Dan Bradley. "The more things change, the more Channel 8 remains the same," he said chuckling at the machinations from afar. "We're the only stable affiliate left in this town." Tune to Channel 10.

CBS, which has been looking for a VHF station in Tampa, probably will select Channel 10, said WTSP vice president Barbara Sobocinski. "That would make the most sense," she said Wednesday night. "Obviously talks will now begin in earnest with CBS." The changes may take place as soon as the fall. She said Channel 10 is excited about the possibility of becoming a CBS affiliate because of the network's news division and its programing, which tends to be aimed at older viewers. "CBS programs are more in line with this market," she said.

Sobocinski acknowledged that waiting for the final deal will be a little trying. "The hard part is that we're not CBS yet and it's not a done deal," she said. Sobocinski said the first decision about CBS programing already has been made, though. "You didn't ask me the most important question," she said, laughing. "Yes! The affiliate war started three weeks ago when New World Communications agreed to sell 20 percent of its company to Rupert Murdoch in exchange for its 12 stations switching affiliation to the upstart Fox. Hardest hit was CBS, which lost eight stations. Local programing, such as the news, is not part of the station re-affiliation. Ever since, CBS has been negotiating with stations across the country to replace the eight affiliates. But like the original raid that stripped CBS of top markets, Wednesday's ABC-Scripps Howard deal seemed to catch the newly beleaguered network off guard.
