I Qua bog Sflero! i Two companies, one a Des Moines firm, are competing to operate what would be the city's first independent television station. Two Twenty Television, of St Louis, filed its application with the Federal Communications Commission (FCC) on July 3, and Independence Broadcasting Co. of Des Moines will file its application next week, a company official said. It could be a year or more before the FCC decides which company will receive a license to broadcast on Channel 17. The competition for the license has elements of a David and Goliath contest The St Louis firm already operates station KPLR-TV in that Missouri city, is part of a larger company with a variety of financial interests around the country and reportedly has a line of credit of $17 million.

The Des Moines firm is a partnership of two attorneys and a Yellow Pages advertising salesman for Northwestern Bell Telephone and plans to spend $1.3 million on a new station. Larry Marcus, business manager for Two Twenty Television, said Friday his station would broadcast 24 hours a day, with regular programming for 20 hours and a weather service for four hours overnight The format will be children's shows in the afternoon, family shows in the early evening and shows with an adult appeal later in the evening. The station also would offer at least 30 movies a week, a company official hassaid. The St Louis firm also intends to build a new local news department to compete directly with those of the three Des Moines area commercial stations, KCCL WHO and WOI. Independence Broadcasting will broadcast 24 hours on weekends only, Raymond J.

Gazzo, one of the partners, said Friday. "It would be premature and imprudent" to -broadcast 24 hours during the week until it can be determined whether the Des Moines market will support that programming, he said. "Independent television is the coming thing," Gazzo said. Marcus said independent television is growing more popular as audiences find that its programming is becoming more sophisticated. "Independent television has grown to where it is a public service, and not just reruns," he said.

(Des Moines is served by two independent television stations available to paid subscribers of Hawkeye Ca-blevision.) Gazzo said he believes his company's application has the better chance of being accepted because the FCC gives preference to applicants with no prior broadcast Interests, who are located where the station would be and who would have personal involvement in managing the station. Gazzo his company satisfies all three elements, while the St. Louis company does not. Both applicants said their stations would be broadcast from the KCCI antenna at Alleman, north of Des Moines. The station would be broadcast over ultra-high frequencies (UHF).

All of Des Moines's stations (except the cable station) broadcast over very high frequencies (VHF). Stevens, 25, of Perry' worked with institutionalized patients at the hospital for three years. He quit in April when he said his supervisor told him to stop separating patients found together in bed.
