Barry Goldwater is booked for his first major TV appearance since his defeat as the 1964 GOP Presidential nominee. Along with Secretary of State Dean Rusk, the former Arizona Senator will participate in a CBS "Town Meeting of the World" on May 3. Also participating will be two leading Britons and a prominent French spokesman yet to be identified.

Goldwater will be in New York, the Britons and Rusk in London, and the Frenchman in Paris. The hour-long telecast will be a two-way live transmis- TV Highlights ACTOR ROCK HUDSON examines Italy's most coveted acting award, the Silver Ribbon as he congratulates his co-star, Italian actress Claudia Cardinale who recently won the award. Hudson and Miss Cardinale, co-starring in ''Blindfold" are shown in Hollywood at a party honoring Miss Cardir.ale and members of the cast of their current i (UPI Teiephoto) By United Press International Suspense Theatre, NBC. "Rapture at Two-Forty." This one-hour melodrama is a preview of a new NBC-TV series for next season. "Run for Your Life," in which Ben Gazzara portrays a young man who is told he has an incurable ailment and decides to make the most of his limited time to live.

In this show, Gazzara goes to the French Riviera and gets involved with thrill seekers, color 9 p.m. CST. Today, NBC. There is a feature marking the 100th anniversary of the death of Abraham Lincoln. 6 a.m.

CST. Capt. Kangaroo, CBS. Children's show. The captain talks about spring planting, farms and flowers, and there is also an explanation of the process of making maple syrup and sugar.

The TV program, which also will be seen in England viaBBC as well as elsewhere in Europe, will be carried live on CBS at 1 p.m. (EOT) and repeated on videotape the same evening at 10 o'clock (EOT). It will be the fourth in the "Town Meeting" series. Until now these projects have been undertaken approximately on a quarterly basis. With Early Bird available, CBS News, president Fred W.

Friendly said he hoped to step up the frequency of the "Town Meetings" to seven or eight a year. Friendly implied in answer to a question that Goldwater apparently has forgotten he is mad at CBS. During the campaign last year, the Senator accused the network of bias against him. How did CBS get Goldwater for next month's program? Friendly smiled. "We just asked him." Fred Friendly has taken the unusual steps of scheduling an early repeat of last week's documentary, "Abortion and the Law." It will be shown again on May 17, "not by by popular outrage," Friendly explained.

Large numbers of people had expressed regret at not seeing the program because it was televised at the time another network was exhibiting the Oscar awards. Another reason for the repeat and one that astounded him, Friendly confessed is that out of about 1,000 letters received by viewers in the wake of the program, only two criticized it. Friendly and David Lowe, who produced the report, had felt they were dealing with an extremely touchy subject. "It worries me," Lowe professed. "I've never received such overwhelmingly favorable mail about a said he guessed the program had opened up the subject "and now that somebody has said it, they can talk about it." NBC News is putting together a real-life spy story which will include filmed conversations with agents active in Washing- ton, Hong Kong, Formosa, Okinawa, Japan, and Central America.

"The Science of Spying, "an hour-long program booked for May 4, will examine the "covert operations that nations feel are required today if they are to survive in a brutally competitive world," according to Ted Yates, who is producing the report. It will explore, he said, "the ethics of spying," and also weigh charges that this country's CIA, "because of its escalating powers and the secrecy of its operations, has been carrying on a second foreign policy, apparently independent of the State Department." Allen Dulles, former CIA chief, and Richard Bissell, former high CIA official, will be interviewed by John Chancellor, narrator of the report. Garry Moore and Ills wife, in the last lapofaglobe-encircling tour begun last September, are on the West Coast and expect to return to New York in about two weeks.
