We are. therefor, working under the plan outlined by me. and with very fair results, an average of 12 patient being ikw sent to the hospital each week. The large and gratifying decrease In reports of disease coming te the health of ficer is due to several condition among which he cites the following: First, that under the regulation women who are the subjects of inspection and examination are Instructed In the use- of -antiseptic- rneas- tires, which, to a large degree, eliminates the possibility of Infection; second, that the majority of mlatre of bouses) are mure careful of women admitted Into their places, requiring from them certificates a required from the Health Department be fore allowing them to become inmatea.

Even aa a safeguard, we contend that the system deserves commendation as thebest attainable in the light of present experience, and with proper consideration of the environment of the situation In Cincinnati.

"in the work done the police department Is the controlling Influence, and without It the health department would be powerless. The police department looks to the mistress of the house for the performance of her allotted share of the work. That share re quires her to report to the police the arrival of new Inmatea a most benevolent feature, since it has been the meana of restoring quite a number of young women to their homes, and she Is required to see to It that the regulations of both departments are strictly observed and carried out upon her premises.
