All with proper parental supervision, of course. In fact, Mr. Michael, director of design for The General Tire Rubber Company, is so serious about the matter that he and his staff recently completed an entire collection of wallcovering patterns devised entirely with the younger generation in mind. It's called "Tots 'n Teens," the latest offering in the Fashion line of heavy- duty vinyl wallcoverings from General Tire.

"Why not give your young children and teenagers a room that's truly their own, one that lets them express their growing personalities and their varied interests?" asks Michael. "Let them help make the choice of a color scheme and let them help select the wallcovering pattern. They may 'surprise you with their flair for design, and they're sure to take more pride in their rooms from having helped with (he decorating themselves," he added. It's certainly a step ahead of Mom and Dad permitting Junior to hang a pennant or two and a few photos of his favorite sports heroes to liven up the walls of his bedroom, or allowing Sis to tack up life-size posters of Elton John and Donnie Osmond. Once you've accepted this idea, says Mr.

Michael, you and your child are free to design a room decor with no 'restrictions other than the limits of your combined tastes and imaginations. "You may find you can't decide among two or more patterns," he advises. "Why not combine them to add emphasis to certain sections of the room? If two or more young people share a room, the same technique can be used to give each his or her personal area." Many wallcovering collections include a variety of coordinated patterns and colors to permit attractive and tasteful combinations, notes Mr. Michael. In putting together the "Tots 'n Teens" offering, Mr.

HOW is a ten-year warranty- insurance plan on new homes and includes its own complaint-handling procedure providing HOW home owners with three opportunities to work out problems with their builders. Evening fabrics go sensuous and luxurious: silk jersey and crepe de chine are the slinkies. Some satin and panne velvet along with printed and solid chiffon, polyester georgette, all kinds of velvet, the evening cashmere, and the crunch of taffeta and moire all share the limelight.

If this effort fails to bring mutually-satisfactory results, the buyer can request that a conciliator be appointed to meet with the two parties to help bring about a resolution. The final step in HOW's procedure, and the one where the H's problem was settled, is the appointment of an arbitrator. Either the buyer or builder may request arbitration and both parties agree beforehand to comply with the arbitrator's decision. The H's case was the first one brought to ar- bitartion under HOW's dispute-settling mechanism.

The vast majority of builder-buyer disputes have been settled during the conciliation process. HOW's arbitration cases are administered by the American Arbitration Association (AAA), a private, non-profit association established for the purpose of providing third-party resolution of disputes and written into 90 per cent of all labor and commercial contracts. The arbitrator appointed by the AAA to the H's case is a professor in the building construction department at a local university. After assessing the situation and consulting with an architect, two drywall contractors and a staff member of the International Association of Wall and Ceiling Contractors, the arbitrator rejected as excessive the H's request for all drywall to be removed and replaced, and proposed his own solution. He determined that to eliminate the odor, it would be necessary to: (1) remove the wallpaper and wood paneling; (2) prime the wall and partition surfaces inside the house with pigmented shellac; (3) repaper the walls and re- install the wood paneling as called for in the original plans; and (4) repaint' all wall and partition surfaces with two coats of first quality latex paint where originally painted.

He assessed the value of these repairs at $3,030. Under the HOW home warranty agreement, the builder has the option of either paying the assessed value of the repairs or making the repairs himself. In this case, the builder chose to pay the cost of repairs. Along with its complaint-handling procedure, the HOW program provides a unique combination warranty- insurance plan on new homes. Under HOW, participating builders warrant their homes for one year on the structural integrity of the house, including workmanship and materials.

During the second year of HOW coverage, the builder warrants against certain faults in the hearing, plumbing and electrical systems of the home, and against major structural defects. And, during these two years, the builder's warranty is backed by an insurance plan if, for any reason, he cannot or will not meet his warranty obligations. The house is protected for eight more years by insurance coverage against major structural defects. Since HOW coverage is on the house, the protection is available to all subsequent owners during the ten-year period. HOW is a subsidiary of the National Association of Home Builders and is operated locally through councils established within the jurisdictions of local home builders associations.

Currently, there are 83 local HOW councils in 39 states. Almost 4,000 builders nationwide have registered with the HOW program and over 80,000 homes carry the HOW coverage.
