Fox forms an alliance with a broadcast-station group that will take 12 affiliates from its rivals. 1 Compiled from Times wires -iSsSf A i By HELEN HUNTLEY and JENNIFER STEVENSON Tjmes Staff Writer Fox Broadcasting heralded a New World order Monday by capturing 12 prime affiliates from rival networks, firmly establishing that the nation's newest network may be the most aggressive and most competitive.

In a $500-million move, Fox will be affiliated with key stations in major markets throughout the nation, including WTVT-Ch. 13 in Tampa. The deal, between Fox Inc. and New World Communications Group severs Channel 13's 39-year-al-legiance to CBS and leaves the network without an affiliate in the Tampa Bay market. The surprise move was a crushing blow for CBS, which lost NFL football to Fox earlier this year.

Of the 12 stations, eight are CBS affiliates. The switch could come as early as the fall season, said David Whitaker, general manager of WTVT-Ch. 13, but he said it may occur in January. The switch will not interrupt the NFL season on Fox. -i1 flff ARLINGTON, Va.

Jacqueline Kennedy Onassis was buried with simple grace, overlooking the capital she once enchanted, mourned by a country that knew her as part of a time now gone. Beside her grave, a hot spring breeze rippled the eternal flame she lit 31 years ago. "We say goodbye to Jackie," President Clinton said Monday at Arlington National Cemetery. "May the flame she lit so long ago burn ever brighter here and always brighter in our hearts." In the distance, from Washington Cathedral, a bell slowly tolled 64 times: one for each year of her life. It had been more than 10,000 days since she had stood at this place in a widow's black veil, accepting the folded coffin flag of her slain husband, President John F.

Kennedy. America watched on live television Monday as another Kennedy was laid to rest. "God gave her very great gifts and imposed upon her great burdens," Clinton said during the brief grave-side service. "She bore them all with dignity and grace and uncommon common sense." Her children, Caroline Kennedy Schlossberg and John F. Kennedy bade her farewell with readings from Scripture and laid flowers at the foot of her flower-bedecked mahogany casket.

The Most Rev. Philip Hannan, the retired Archbishop of New Orleans who presided over President Kennedy's funeral, sprinkled holy water upon the coffin, and a Navy chorus sang Eternal Father Strong to Save. In a brief 15 minutes, the service was over. The Kennedy family members drifted away, some stopping at the nearby grave of Robert F. Kennedy to pay their respects.

Fox Broadcasting gained 12 new affiliates, including WTVT-Ch. 13, as part of a deal between Fox Inc. and New World Communications Group which owns WTVT and other stations.

What happens to Ch. 13? It will lose all CBS programing, Dan Rather and the network news division, the daytime soaps and David Letterman. Only Fox programs will run on Ch. 13 once the switch is completed. Why would New World make a deal with Fox? Money.

Fox is investing $500-million in New World as part of its bid to become a major television network. When will this happen? Six to seven months, approximately. What will I see on Ch. 13 after the switch? Ch. 1 3's news shows, locally produced programs and syndicated programs will continue to be broadcast, along with the Fox programs now shown on WFTS-Ch.

28. In addition, Fox and New World will work together to develop prime time series and movies for the network. How much longer will I be able to see CBS shows on Ch. 13? The switch to Fox could occur any time in the next six to seven months. Station executives hope for a switch by the fall, but might have to wait until January.

Will Ch. 28 still show Fox programs? No. The station will drop its affiliation with Fox. Which station will become the new CBS affiliate? That's up for grabs. CBS said it intends to affiliate with a station in this market.

CBS' primary goal is to find a station on the VHF (Very High Frequency) band instead of the UHF (Ultra High Frequency.) VHF, stations 2-13, can be picked up fairly easily without cable and are considered premium stations. Thus, WTSP-Ch. 10, the ABC affiliate, is a likely CBS target. In turn, that would force ABC to find a new affiliate. Either of the major independents, Ch.

"This agreement will forever change the competitive landscape of network television," Rupert Murdoch, chairman of Fox, said in a statement. "This is the greatest realignment of television station affiliations in the 60-year history of American broadcasting." Most likely within the year, Bart Simpson and the Fox crew will replace Dan Rather and 60 Minutes on Channel 13, setting off a scramble for position on the Tampa Bay television dial. "The whole television world changed overnight," Whitaker said.

"Fox finally has parity with the other networks." The world is so new that Whitaker, a CBS stalwart on Friday, was singing the praises of the hip Fox network on Monday. What will CBS do in the Tampa Bay area without an affiliate? "That's a question I can't answer," Whitaker said. "That's their problem." Almost everyone with children has a VCR. What's it all mean? Americans in the '90s are increasingly comfortable with technology. A study by the Times Mirror Center for the People and the Press found 1 in 3 households owns a computer and 23-million adults use them daily. The only significant technology misgivings were held by people 65 and older. Household help Senate okays tax reform The Senate unanimously decided that the threshold for Social Security payments to household help should be raised from $50 a quarter to $630 a year.

The action Monday throws the measure to a conference committee to decide whether the Senate's threshold or one approved by the House $1,250 a year should be law. Congress is trying to revise a 44-year-old provision in the law that is now widely ignored because the threshold is so low and the paperwork cumbersome. Judges told: Stay out of it The Supreme Court ordered judges to stay out of the process that leads to the closing of U.S. military bases. The decision Monday forecloses an effort by elected officials to block the scheduled closing of the Philadelphia Naval Shipyard.

Under the Base Closure and Realignment Act of 1990, an independent commission selects the bases to be closed and makes recommendations to the president, who must approve or disapprove the list in its entirety within two weeks. If the list is accepted, Congress can block the closings only if both houses pass a resolution of disapproval within 45 days. "How the president chooses to exercise the discretion Congress has granted him is not a matter for our review," said Chief Justice William Rehnquist.
