The trouble occurred about the same time that Thomas S. Kearney, president of the building trade council, was protesting to Judge Landis against police protection for non-union workers, and William Schlake, president of the associated bullders, was pointing out the necessity protecting non-union carpenters who were employed following refusal of union carpenters to accept Judge Landis' wage award of $1 an hour.

Judge Landis gave union leaders until Monday morning to submit written arguments in support of their petition for a rehearing on the wage scales of certain unions. He stipulated that he would consider only the case of those unions which returned to work by that time. CONVENTION VOTE ON FORCING HOWAT TO CALL OFF STRIKES (Continued from page 1). afternoon when the delegates got back to the debate that yesterday on the two Kansas strike cases. In these cases the element among the delegates, led by President Alexander Howat, is opposing Lewis' recommendation that the convention order Howat to direct strikers to return to work.

Three Illinois delegates, standing by Howat, apparently swayed the convention, for at adjournment many calls, were blocked made by the for a refusal vote, of which Vice President Philip Murray, presiding officer, to entertain a motion. "For God's sake, men," he said, as the din silenced throughout the big convention hall, "don't insist on mob rule." John Walker, the Illinois leader; William Beach of Panama, and Joseph Lynall of Peoria took Howat's side of the strike, saying Howat refused to order the men back to work because the operators wished to change working conditions, and this they said was prohibited under the contract. Lynall charged that the Kansas cases were a "frameup to get Howat because he is a radical," and he added that certain international officials, whom he did not identify, were active against Howat. Walker said Howat was "being framed" by southwestern coal erators, who he charged once succeeded in driving Howat out of office by unjust charges against him, and that the operators had vindicated wat later when forced to do so. The only administration speaker was Andrew Steele of Novinger, a member of the international executive board, who investigated the cases in Kansas.

He said the contract had fulfilled and the strikers would be ordered back to work. Collective bargaining is on trial in the cases, he asserted, asking the delegates to "protect the honor of the union." Shriners Will Go to K. C. Baxter Springs, Sept.
