This amendment pro vides in effect, that three commissioner shall be appointed io each county by the Federal Judge of the several uuictai juiatriota, wno snail near and deter mine, in a tarr manner, every case of an alleged fugi tive trom slavery. The deiiositlon or affidavit of tbe owner, certified before soino judicial officer in the state from which the slave may have fiod, and proof of the identity of the person claimed, to be deemed sufficient proof to warrant the delivery of the fugitive to the claimant who shall bo subject to no farther molestation con veyance of his slave back to the p'sce from whioh he bad fled, the decision of tne commissioner Deing final. The marshal and his dopnties are directed to execute the warrants by these Commissioners, and a penalty of six months' imprisonment or a fine of one thousand dollar I imposed upon those who hall aid in tne escape or a nave from the claimant.

It also provide that if the slave is resetted from the claimant, after, being delivered into his hand by the Court, hi or her elavo shall be paid for oat of th Treasury of the United States. Mr. Pratt moved farther to amend the bill by add ing still more stringent provisions for the payment by tbe United States of the value of escaped slave who shall not be delivered up to the claimant by the omcera whose duty it rs made to execute this law. Mr. Pratt supported bi amendment at considerable length, closing hi observation with a dissertation npon tbe impropriety and Impracticability of abolishing slavery tnroughoat the Union, and some stric ture "upon a speech delivered in Ohio some time since by an individual who he designated as the higher lower.

Senator Dayton opposed the amendment. Mr. Butler contended that the Federal Govern ment ought not to be made tbe grand underwriters of rugttive slaves, it was tne duty ot tne states to ex-ecute the constitutional crovisions in Question. After some further debate, Mr. Underwood gave notice of an amendment ia the form of a substitute for the entire bill, which was ordered to be printed. 1 he senate then adjourned.
